Precision Of Rural Poverty Alleviation Policy Implementation Problems And Countermeasures

Since the 18 National Congress of the Party,General Secretary Xi Jinping has studied poverty areas many times,and aimed at new problems in poverty alleviation and development,he has put forward a new model of precision poverty alleviation.According to the requirements of the Party Central Committee,all localities have made explorations and attempts to implement precision poverty alleviation.Precision eradication of poverty has achieved some results.However,in some areas,due to lack of experience,insufficient understanding,inadequate measures and other reasons,a series of problems have arisen in the process of precision poverty alleviation.Poverty alleviation and development are still arduous and arduous.Taking Wujia Village,a provincial poor village in Shiqiaoyi Town,as an example,according to the implementation of local policies,the causes and problems in the implementation of policies are analyzed,mainly as follows:The identification is not accurate,poverty alleviation projects vague and lack of maneuverability,village cadres ambiguous attitude,lack of supervision resources,poverty assessment form,the problem is difficult to maintain the effectiveness of poverty alleviation.According to these problems,the author from the perspective of public policy implementation deviation reason analysis,mainly divided into four aspects:Grassroots policy implementation high cost policy the deviation of values in the implementation,supervision and evaluation system is unreasonable,the rural governance elite loss.Strengthen grassroots cadres construction,improve the precise poverty new think tank construction,strengthen the supervision and management system construction in the paper to find the problem,based on the analysis of reasons,put forward countermeasures and suggestions to the work of precise poverty We should strengthen the construction of cadres at the grass-roots level,improve the construction of a new type of think tanks for precision poverty alleviation,perfect the scientific mechanism of poverty alleviation and management,and strengthen the construction of the supervision and management system.
