Socialism with Chinese characteristics has entered a new era,along with which economic development has entered a new stage.By the end of 2018,China's GDP had reached 90.0310 trillion yuan,exceeding 90 trillion yuan.The rapid development of China's economy can be attributed to the socialist system with Chinese characteristics and the reform and opening-up policy,which have made the allocation of various resources more reasonable and efficient.At the same time,due to China's "dual economic structure",in the countryside,it is mainly the primary industry with relatively low income,and in urban areas,more secondary and tertiary industries are developed,which also leads to a large income gap for residents distributed in rural or urban areas.In recent years,although the income gap between urban and rural residents has gradually narrowed,there is still a certain imbalance.The 19 th National Congress proposed to implement the new development concept,implement the coordinated regional development strategy,build a socialist modern economic system in an all-round way,let the development results of reform and opening up benefit all the people,realize the fair and coordinated development of society,and finally realize the great goal of building our country into a modern socialist power.In order to achieve the above goals,the focus of economic reform must undoubtedly be on optimizing the industrial structure and promoting the upgrading of the industrial structure.In addition,the report of the 19 th National Congress also clearly pointed out that the implementation of the rural revitalization strategy cannot rely solely on rural development,but also requires us to accurately grasp the coordinated development of urban and rural areas.Therefore,we can make use of the changes and development of the industrial structure to make the economic development blossom vitality,at the same time,let the cities and towns and the countryside obtain common prosperity,and make the difference of income distribution between the cities and the countryside decrease continuously.This paper analyzes the current situation of China's industrial structure and the income gap between urban and rural areas,and points out the existing problems.Based on the panel data of 30 provinces in China from 2002 to 2018,this paper makes a regression on the whole and analyzes the impact effect of industrial structure.The results show that the changes of industrial structure have a positive impact on the fairdistribution of urban and rural income from the perspective of rationalization,bringing about the gradual narrowing of the gap,and from the perspective of advanced level,it has a dual impact on the income gap between urban and rural areas,which may be enlarged and possibly narrowed.The improvement of labor productivity in primary and secondary industries will help narrow the urban-rural income gap,but the improvement of labor productivity in tertiary industries will widen the income gap between urban and rural areas.Fixed investment gap between urban and rural areas,economic development level and government support will all affect the income gap between urban and rural areas.A comparative study of economic zones shows that the upgrading of industrial structure in the western region will lead to an increasing income gap between urban and rural areas.The continuous improvement of the labor productivity of the secondary industry in the three northeastern provinces will inhibit the widening of the income gap between urban and rural areas,while the improvement of the labor productivity of the tertiary industry will aggravate the urban-rural income gap,but in the other three regions,the improvement of the labor productivity of the secondary industry will aggravate the income gap between urban and rural areas,and the improvement of the labor productivity of the tertiary industry will inhibit the widening of the income gap between urban and rural areas.Therefore,we can increase farmers' income by improving agricultural modernization,continuously developing non-farming industry and improving farmers' knowledge and technology.By developing new industries and modern service industries,promoting the integration of urban and rural areas and fully absorbing the surplus rural labor force,the income gap between urban and rural residents can be narrowed and China's economy can achieve coordinated and sustainable development.
