Poverty is an urgent livelihood issue for the party and the country.The purpose of poverty alleviation and development is to eliminate poverty,improve people's livelihood and gradually realize the great social goal of common prosperity.The implementation of poverty alleviation policy plays an important role in China's social development,the improvement of the people's livelihood security system and the building of a well-off society.Yu xinrong,vice minister of agriculture and rural affairs,said at the conference on the promotion of industrial poverty alleviation work:according to the current statistics,more than 92% of the poor population in China have enough participation and development in the characteristic industries with obvious driving advantages,and 67% of the people who have lifted themselves out of poverty have been lifted out of poverty mainly through industrial development.Industrial poverty alleviation can be used as a basic measure to realize long-term stable poverty alleviation and income.Xinzhou city is the main battlefield of poverty alleviation in the whole province.It spans two contiguous poverty-stricken areas,including luliang mountain,taihang mountain and yanshan mountain.At the beginning of the establishment of the document,11 of the 12 administrative counties within the jurisdiction were designated as poverty-stricken counties by the state.Although xinzhou city has made great achievements in poverty alleviation and development after several years of industry poverty alleviation,the phenomena of large poverty area,complicated causes of poverty and deep poverty still exist in xinzhou city.Therefore,with the changes of economy and society and the development of industrial poverty alleviation policies,the development and evaluation of industrial poverty alleviation work face new challenges.Then,under the current background of The Times,how to build a new industrial poverty alleviation performance evaluation system according to the actual economic and social development? How to reasonably evaluate the performance of poverty alleviation according to the analysis results of the performance evaluationsystem and explore the key factors hindering the improvement of performance? How to constructively put forward reasonable Suggestions to improve the performance and sustainability of poverty alleviation in light of the problems existing in the performance evaluation? In addition,after China enters a moderately prosperous society in all respects and eliminates absolute poverty in 2020,the sustained poverty alleviation and enrichment of the poor population are all worthy of our in-depth discussion.Based on carding domestic and foreign industry experts,scholars and workers for poverty alleviation in the research and practice as the starting point,this paper expounds the industry the related concept of poverty alleviation,policy development and the theoretical basis,and according to the related research,the theoretical model and actual industry performance evaluation for poverty alleviation in xinzhou xinzhou city industry development research to build the evaluation index system,and USES the AHP and fuzzy evaluation method to carry out empirical analysis.Research results show that the xinzhou city industry policy for poverty alleviation in foster emerging industries and accelerate the regional economic development has achieved initial results,industry basic sustainable poverty alleviation,and the overall trend of poverty since 2013 positive,poverty rate fell from 23.59% at the end of 2013 to 2.28% by the end of 2018,the cumulative reduce poverty population of 584600,according to industry standards for poverty alleviation and layer composite scores,from different dimensions,different dimensions performance difference is bigger,better poverty reduction,and the agricultural industry development,industry sustainability of poverty alleviation effect smooth performance.In addition,based on the 2018cross-section data of 11 poverty-stricken counties in xinzhou city,Shanxi Province,this paper evaluates the poverty alleviation performance of industries,and analyzes the differences in poverty alleviation performance of industries in various counties through comprehensive calculation.Xinzhou city industry comprehensive poverty alleviation performance score in the top six of hequ county respectively,Shen Chi county,fanshi,baode,kelan county,wuzhai county,with the approval of the people'sgovernment in 2019 in Shanxi Province exit list of counties in basic consistent,among them,the Shen Chi county,kelan county,fanshi resolutely implement the precise policy for poverty alleviation,an all-out industry offensive,for poverty alleviation poverty in advance to pick a cap,anti-poverty task overfulfilled much starker choices-and graver consequences-in planning in 2018,in order to speed up the pace of poverty in the region engines provide powerful reference.The main innovation of this paper is to integrate the performance assessment of industrial poverty alleviation sustainability into the performance evaluation framework of industrial poverty alleviation through the sustainable livelihood theory,which makes the evaluation of industrial poverty alleviation more specific and complete.Xinzhou is the main battlefield in the fight against poverty in shanxi.In2018,six counties under its jurisdiction lifted themselves out of poverty and the remaining five counties entered the procedure of lifting themselves out of poverty as scheduled in 2019.However,the realization of poverty reduction for the poor in the existing poverty line and the "taking off the hat" for the poor counties under the current standards does not mean the eradication of poverty or the end of poverty reduction.After 2020,rural poverty will still exist in the form of relative poverty and multidimensional poverty,and poverty reduction will continue in the future.Through the DFID sustainable livelihood analysis framework,the sustainability of industrial poverty alleviation is included in the performance evaluation system.Through the analysis,it is concluded that: the sustainability of industrial poverty alleviation in xinzhou city is constantly improving.The macro environment of industrial development has been improved,but the risk of poverty alleviation is still hidden.The key capital for industrial development has increased substantially,but there are still structural imbalances.The choice of industrial development to expand livelihood is still restricted by multiple factors.Finally,based on the empirical analysis results,the paper puts forward countermeasures and Suggestions that can improve the poverty alleviation performance of the industry and are suitable for the actual industrial development of the region,so as to drive the local government to continuously liftitself out of poverty and become rich through industrial poverty alleviation.
