The Bottlenecks And Solutions Of PPP Model In Binzhou

The report of the 19 th national congress of the communist party of China made a major decision that "socialism with Chinese characteristics has entered a new era,and the major social contradiction in China has been transformed into the contradiction between the people's growing need for a better life and unbalanced and inadequate development." Along with our country social productivity level increased significantly,the needs of the people are no longer limited to "" satiated with food and basic guarantee,but the culture,transportation,health care,pension have higher expectations,the demand of people is no longer a " from scratch ",but "being the best",it is put forward higher requirements on construction of public services.In recent years,due to the downward pressure,the province's "structural adjustment" transformation,environmental supervision and rectification and other factors,binzhou's economic development is in a "period of pain".In 2018,binzhou's general public budget revenue was 24.054 billion yuan,and half of the public budget expenditure was 34.532 billion yuan,representing a GDP growth rate of 1.5%.The income is mainly used to maintain the operation.For the large amount of funds needed for the construction of public utilities,only relying on the financial support is insufficient.How to mobilize social resources and private capital to invest in the infrastructure construction of public utilities has become an unavoidable issue in binzhou.The public-private partnership(PPP)model,with the advantages of sharing risks,win-win cooperation and effectively reducing the financial burden of the government,has been widely promoted in binzhou.This paper starts with real project cases and combines with the reality of binzhou city to elaborate the practical significance of PPP mode in the comprehensive promotion of binzhou city.Explore the bottleneck restricting the further development and growth of the PPP mode in binzhou from the perspectives of the driving effect of landing projects,new problems exposed in the operation of existing projects,and reasons for the suspension of failed landing projects.Finally,through project cases and analysis,this paper proposes relevant countermeasures against restrictive factors such as laws and regulations,risk sharing and talent strategy.
