Land issues are related to the vital interests of farmers.Plough is the most basic prerequisite for agricultural production and the most important means of production.Farmland property rights and the transfer of farmland are hot issues that the Party Central Committee and academia are currently paying close attention to.Since the reform and opening up,the household-based contract responsibility system has made remarkable achievements,but after entering the new century,the shortcomings of the original agricultural land system have become increasingly prominent.Some focus events related to the transfer of farmland have aroused social attention,and political elites have actively participate in the investigation and study of the response policies.the State hopes to guide the way of agricultural land transfer through the reform of the agricultural land system and promote the development of moderate-scale agricultural operations.For this reason,the idea of "three rights division" in agricultural land has adapted to the trend.In 2013,General Secretary Xi Jinping proposed the separation of the three rights of agricultural land for the first time during an inspection in Wuhan,which mainly refers to the separation of land ownership,contract right,and management right.This is the germination of the "three rights division" idea.In 2016,opinions on Improving the Measures for the Separation of Management Rights of Rural Land Ownership Contracting Rights was officially launched to open the curtain of the "three rights division" reform of agricultural land.The "three rights division" policy of agricultural land is another major theoretical innovation,institutional innovation,and practical innovation of rural reform after the household-based contract responsibility system.It can better meet the current clear requirements for agricultural land property rights and can be used for modern agricultural operations.It also provides the conditions for the large-scale development of agricultural operations.Based on this,this article analyzes the development of agricultural land transfer in China,the path of agricultural land transfer and the influencing factors of reform from the perspective of theory,history,policy,and practice.The farmland mentioned in this article is limited to narrow farmland,that is,farmers' contracted land,mainly plough.The first part of the text is the introduction.The background and significance of the research in this paper are described,and the research ideas,methods and innovations are introduced.By summarizing and sorting out related literature such as the theory of the land property rights system,the history of land flow change and the influencing factors of farmland transfer efficiency,and other related literature,the author finds out the advantages and disadvantages and makes a targeted review.The second part is related concepts and theoretical basis.This section defines the connotation of farmland,farmland transfer and the "three rights division" thought,introduces several categories of farmland transfer methods under the background of "three rights division",and explains the article's important theoretical method: John.W.Kingdon's multiple streams theory model,and the localization analysis and relevant applicability analysis of the model theory were carried out with political economic thinking.The third part is the development status and space-time characteristics of China's agricultural land transfer under the "three rights division" background.The data of the time period before and after the "three rights division" idea was selected,the development of agricultural land transfer nationwide and provinces within this interval were discussed,and the spacetime characteristics of agricultural land transfer in the eastern,central,and western regions of China were explained.Economic development,regional policy assistance,and rural labor transfer are the main reasons for the regional differences in the current agricultural land reform and development process in the country,which provides reference for the government to formulate a "three rights division" reform implementation plan based on local conditions.The fourth part introduces the multiple streams theory model to study the issues related to China's agricultural land governance policy and the "three rights division" reform.Then this part discusses the influencing factors of farmers' willingness to transfer land from the perspective of the stream of the problem and the interest preferences of the participants in the transfer of farmland from the perspective of the stream of the polity.From three perspectives: problem manifestation,appeal interaction and political environment,combining the “threestream intersection” model with three independent and parallel streams,it analyzes the development principles of the “three rights division” policy for agricultural land,and providing ideas for the path of reform.The fifth part is a comparative analysis of the typical model of "three rights division" reform of farmland based on cases.Three successful reform cases in the eastern,central and western economic belts are summarized.Inspired by the "multiple stream flow",three dimensions of property rights system,government and market are selected to discuss and analyze the practical paths of these agricultural land reform models.The management experience and economic performance of the three agricultural land transfer modes are compared and summarized.The sixth part is the policy suggestions section.Based on the above analysis,this article proposes the following countermeasures to effectively promote the deepening of the "three rights division" reform of agricultural land: improve the rural social security system,break down the dual urban-rural system;establish a mechanism for supervising and reviewing management entities,prevent the risk of “two nonagriculture” in agricultural land;to publicize policies and laws,improve the functions of grass-roots governments;establish intermediary organizations for agricultural land transfer to reduce transaction costs;strengthen the cultivation of new professional farmers and improve the quality of farmers;support the new types of agricultural management entity,develop moderate-scale management of agricultural land.
