In the past 40 years of reform and opening up,Guangdong Province has maintained the country's first economic advantage for 30 consecutive years, but the level of internal economic development in Guangdong Province is quite different.Achieving regional high quality, balanced coordination and sustainable development is an objective requirement under the new economic normal.Based on this background, this paper analyzes the evolution and influencing factors of the economic development differences between the Pearl River Delta and non-Pearl River Delta.Through the evaluation and analysis of Guangdong's "double transfer" strategy and the strategy of revitalizing Guangdong's non-Pearl River Delta, the policy recommendations for the coordinated development of regional economy in Guangdong Province are put forward. This paper firstly uses the single indicator method, namely the per capita GDP coefficient of variation, the Theil index, and the Gini coefficient to measure the evolution of regional economic development differences in Guangdong Province, explores the reasons for the coordinated development of the affected areas, evaluation and analysis of Guangdong's "double transfer" strategy and the strategy of revitalizing Guangdong's non-Pearl River Delta. The regional economic development differences are measured by constructing a comprehensive indicator system for regional economic development levels, and on this basis, the spatial panel model is used to analyze the influencing factors of regional economic development differences in Guangdong, and finally qualitative and quantitative analysis. On the basis of this, the policy recommendations for the coordinated development of regional economy in Guangdong Province under the new economic normal are proposed. The results show that using the single indicator method to measure the regional economic development differences in Guangdong Province, the difference between the Pearl River Delta and the non-Pearl River Delta is the main source of regional economic development differences and the economic development gap within the Pearl River Delta accounts for the internal Guangdong Province.Strategy have achieved certain results, but there is still a certain gap in the goal of completing policy planning;through the establishment of a comprehensive indicator system for regional economic development, the regional economic development of Guangdong Province is discovered. The coefficient of variation of the horizontal comprehensive measure is basically consistent with the trend of the single indicator, and the difference in basic public services is the main reason for the difference in economic development in Guangdong Province.Based on the results of spatial panel regression,it is found that the factors affecting the regional economic development are urbanization level, industrial structure, transportation infrastructure, government intervention and capital.
