With the rapid development of technological innovation since the 21 st century,intellectual property protection has become an important driving force for the improvement of science and technology innovation capabilities in various countries. Although the improvement of the intellectual property protection system has promoted the improvement of China's scientific and technological innovation ability to a certain extent,it has not brought about a qualitative leap.The protection of intellectual property rights has not really met the needs of China's scientific and technological innovation development,and there may be a phased mismatch between them.Researching intellectual property protection and technological innovation capability based on the perspective of innovative value chain provides new ideas for solving this problem and is of great significance.Based on the perspective of innovative value chain,this paper focuses on the actual description,theoretical research and empirical research on intellectual property protection and technological innovation. In the method of comparing horizontal and vertical,this paper demonstrates the characteristic facts of intellectual property protection and the development of science and technology innovation in China from many aspects.The use of facts to mine China's scientific and technological innovation is not effective,basic research is weak,and intellectual property protection is not Maximize the promotion of technological innovation capabilities.On this basis,the thesis further makes in-depth theoretical research.Firstly,based on the perspective of innovation value chain,science and technology innovation is divided into knowledge innovation stage,technology research and development stage and achievement transformation stage,and a theoretical model of three stages of scientific and technological innovation is constructed to carry out theoretical propositions.Derivation. Secondly,it expounds in detail the direct and indirect effects of intellectual property protection on scientific and technological innovation,and explores the difference in the mechanism of intellectual property protection on the three stages of technological innovation.In the empirical research section,this paper conducts empirical research on data from 30 provinces(cities,autonomous regions)in China from 2005 to 2016.Firstly,using the fixed effect model and the system GMM model,the differences in the impact of intellectual property protection on the three stages of technological innovation are examined.Secondly,this paper further uses the threshold model method to conduct an empirical test of the mechanism of intellectual property protection on the role of scientific and technological innovation from independent research and development channels,FDI inflow channels and import trade channels.And according to the corresponding threshold value,find the level of intellectual property protection suitable for different stages of China's scientific and technological innovation.Based on the above research,this paper can get the following research conclusions:First,there are differences in the impact of intellectual property protection on the three stages of technological innovation.Improving the level of intellectual property protection is conducive to the improvement of scientific and technological innovation capability in the stage of knowledge innovation and technology research and development,but it is not conducive to the improvement of scientific and technological innovation ability in the stage of fruit transformation.Second,intellectual property protection has an indirect effect on the ability of scientific and technological innovation through independent research and development,and indirect promotion in the stage of knowledge innovation and technology research and development,and indirect inhibition in the stage of fruit transformation. Third,intellectual property protection has an indirect effect on the ability of scientific and technological innovation through FDI inflow and import trade,and it has an indirect promotion effect in the technology research and development stage,and indirect inhibition in the stage of achievement transformation. Fourth,intellectual property protection should reach 1.1314 and 1.1523 respectively in the knowledge innovation stage and technology research and development stage,and it is best not to reach 1.2396 in the stage of achievement transformation,so as to exert the maximum effect of intellectual property protection in promoting the ability of scientific and technological innovation.Finally,on the basis of the above research conclusions,the corresponding intellectual property protection and technological innovation capability promotion in China are proposed from the three levels of government,market and science and technology innovation,and further research prospects are made.
