In the modern market economy system,intellectual property protection has become an important driving force for promoting technological progress in a country.In the early stages of economicdevelopment,developing countries and new market-oriented countries have benefited technological spillovers to stimulate their technological progress because of the weak intellectual property protection.However,with the continuous evolution of Internet technology and the rapid development of logistics and transportation methods worldwide,The production process has gradually expanded to the global scale.The traditional international technology transfer simply considers the old development mode based on labor advantage and imitation to promote technology development.it cannot fit into the new global value chain.The conclusions drawn from this are also inaccurate.This paper attempts to study the impact of intellectual property rights on technological innovation from the background of global value chain specialization.This article attempts to answer the following three questions:first,what is the impact of intellectual property protection on technological innovation?second,what impact does intellectual property protection have on technological innovation?third,What impact does the interaction of global value chain specialization and intellectual property protection have on technological innovation?On a theoretical level,based on the theoretical analysis of intellectual property effects based of Helpman,and Dinopoulos and Segerstrom,we establish a new North-South trade equilibrium model to study the impact of intellectual property protection on technological innovation in the context of global value chain specialization.The effect is analyzed by mathematical model.We find that:first,when intellectual property protection is improved,the technological innovation of high-quality products will rise;second,when multinational companies put a higher proportion of technical complexity production tasks in developing countries,the impact of intellectual property protection systems on technological innovation in various developing countries is different.third,The interaction of global value chains and intellectual property will promote technological innovation in a country.On the empirical level,We establishes the global value chain participation index and the global value chain status index to represent the global value chain specialization from the horizontal and vertical aspects,and draws on the research of Yin Zhifeng et al to obtain the missing GP data through linear interpolation,and then uses the legal system and property rights index constructed and published by the Fraser Institute of Canada to calculate the comprehensive physical protection of intellectual property.Then,this paper conducted an empirical analysis.In this paper,37 countries including OECD economies were selected as sample areas.Using the panel data from 1995 to 2015,the static panel data fixed effect regression estimation was performed by OLS method and 2SLS method respectively,and the dynamic panel was performed by the system GMM method.The empirical test leads to the following conclusions:First,intellectual property protection improves,technological innovations in high-quality products will rise.For every 1%increase in the actual intellectual property protection system,its technological innovation will increase by 0.234%.Second,when it is at the low end of the global value chain,because this link is gradually weakened into a"universal" feature,so it is not sensitive to the intellectual property protection system.Therefore,at this time,strengthening intellectual property protection for economic development The impact is not great.When it is at the high-end link of the global value chain,because this link is more and more embodied the characteristics of "speciality",it has more and more feature-intensive features such as technology,knowledge and information.Therefore,the production activities of this link,in terms of location allocation,requires for a more stringent system for the protection of intellectual property for intellectual property protection systems.Third,the interaction of global value chains and intellectual property will promote technological innovation in a country.After theoretical analysis and empirical analysis,we propose systematic policy recommendations:First,develop and implement a reasonable level of intellectual property protection;Second,accelerate the construction of a new open economic system to meet the high standards of the new global economic rules;Third,absorb international advanced production factors,enhance the innovation-driven development ability;Fourth,create a comprehensive competitive environment and enhance the ability to put down roots in the global value chain;Fifth,accelerate the "going out" pace and enhance the ability to integrate global superior resources.
