Research On The Influence Of Intellectual Property Protection On Technological Innovation Under The Environment Of "Double Innovation"

Under the call of the prime minister li keqiang,2014,the national policy,push forward the"double gen" in this environment all can undertake innovative entrepreneurial activity,forming an open interactive environment,resource sharing,resulting in the rapid economic growth,double gen strategy implementation is the key to technology innovation,combing previous literatures at home and abroad,in many factors affecting technological innovation,the protection of intellectual property rights has a very large effect on it,but this role is a "double",intellectual property rights can promote technology innovation,as well as for being too strict protection of intellectual property rights policy inhibits the development of the technology innovation,It can be said that intellectual property protection is a double-edged sword,so the impact of intellectual property protection on technological innovation has been paid more and more attention.As a developing country,our country faced the problem how to select the protection of intellectual property rights system,especially in the current environment,if make the intellectual property rights protection system appropriate to the level of technology development in our country become a subject in front of all.Therefore,in this paper,based on previous research,on the basis of combining the actual situation in our country,using a combination of theoretical analysis and empirical analysis research on "double gen"environment protection of intellectual property rights influence on technology innovation,in order for the perfection of intellectual property rights(ipr)protection policy and promote the innovation in the "double gen" link to find effective path.In this paper,starting from the definition of technical innovation and intellectual property protection,the scholars at home and abroad are summarized in the protection of intellectual property rights research results of the impact of technological innovation,using qualitative and quantitative analysis,specification and with the method of empirical analysis,to explore the"double gen" environment how to affect the level of technological innovation of intellectual property rights protection.First of all,this paper analyzes the mechanism of intellectual property right protection on technological innovation from direct and indirect aspects.Secondly,by analyzing the current situation of intellectual property protection in technological innovation under the environment of "double innovation",the problems in its development are found out.Finally this article selects 2007-2016 China's 30 provinces,the relevant data,by constructing the basic panel regression model and threshold regression model to analyze the "double gen"environment protection of intellectual property rights to the level of technological innovation in our country play a role.The results of this study show that strengthening the protection of intellectual property rights has a significant role in promoting the level of technological innovation in China,and promotes the development of technological innovation level with the cooperation of R&D capital investment,R&D manpower investment and international trade.The threshold regression results show that the intensity of intellectual property protection in China is greater than the optimal knowledge at present.At present,the intensity of intellectual property protection is moderate.Based on the results of the empirical analysis,the author puts forward some suggestions from two aspects:the government and the dual-venture subject.The government should implement different intellectual property protection systems according to the characteristics of the industry under the current "dual-venture" environment,strengthen government financial support and implement an open country.International trade policy should be adopted,and the mechanism of rapid authorization,confirmation of rights and protection of rights should be perfected;the dual-creative bodies should enhance their awarenessof innovation and intellectual property protection,increase R&D capital and human input,establish and improve internal intellectual property management mechanism and strengthen innovation management,so as to effectively enhance the level of technological innovation in China.
