In recent years,there have been frequent incidents in China,such as the Tianjin Binhai Explosion Accident in 2015,the Eastern Star Shipwreck,the 2018 Chongqing Wanzhou Bus Falling River accident,etc.,causing a large number of casualties and property losses.In order to improve the efficiency of emergency rescue and strengthen emergency management,China established the Emergency Management Department in March 2018 and promoted the development of emergency industry.Among them,the Ministry of Industry and Information Technology issued a document to promote the construction of the emergency industry development demonstration park.From 2015 to 2017,the Joint Development and Reform Commission and the Ministry of Science and Technology prepared for the construction of 12 national professional-level emergency industry demonstration bases to take the lead in the emergency industry.With the rapid increase in the demand for emergency products and emergency services by the state and the public,the rapid development of the emergency industry and the growth of agglomeration have become important issues in national emergency management.However,the current research on factors affecting the concentration of emergency industries is not clear,and there are few methods of aggregation,failing to provide a scientific emergency industry aggregation program.In response to the above questions,the research contents are as follows:(1)Theoretical research on emergency industry,industrial agglomeration,and system dynamics theory.Based on this,the concept,characteristics and classification of the emergency industry,the advantages of industrial agglomeration,and the system dynamics modeling process are sorted out.Combined with the development history and development status of China's emergency industry agglomeration,the paper puts forward the problem that the market mechanism is not perfect,the laws and regulations are insufficient,the science and technology are not strong enough,and the industrial concentration is low.(2)Analyze system dynamics applied to the adaptability of emergency industry aggregation development,establish a causal map,determine the system flow diagram,improve the system dynamics equation,and simulate the system dynamics model to simulate and analyze.(3)The system dynamics model is adjusted by analyzing the constraints of the emergency industry agglomeration development.Adjust the influence of single factor analysis on the development of emergency industry agglomeration separately,then adjust the influence of multiple parameter analysis combination factors on the development of emergency industry agglomeration,analyze the simulation results,and draw the development path.The simulation results show that in the adjustment of the single factor and combination factor parameters of the emergency industry agglomeration development,it is found that although the change of single variable helps to achieve the goal of promoting the development of emergency industry agglomeration,there are certain instability and limitations.Considering the results of single factor and combination factor adjustment,choose the development path of multi-factor regulation: in the early stage of emergency industry development,the policy propaganda and the promotion of people's safety awareness level;in the middle and late stage of emergency industry development,to enhance the comprehensive integration of employees The level and the increase of capital investment are mainly to promote the rapid agglomeration and development of the emergency industry.The development path consists of four points,establishes a talent training mechanism,focuses on emergency industry education and training;the government increases financial input,actively builds emergency industry clusters;enhances public safety awareness,cultivates emergency industry market demand;promotes industry-academic research and development,and promotes technological development.
