As a large agricultural country,China’s foreign trade in agricultural products has been in a deficit position, and the total amount of agricultural imports has remained high. With China’s economic development and the continuous improvement of people’s living standards,China has put forward higher requirements for the quality of imported agricultural products. At the same time,in recent years,China’s agricultural product import market has been continuously open, the globalization of product sources and the lack of inspection of agricultural products have laid a hidden danger for the quality of China’s agricultural products imports. So,what is the current quality of China’s agricultural imports? Is there an upgrade in the quality of imported agricultural products? What are the influencing factors affecting the quality upgrade of China’s imported agricultural products? This is the question that the research institute needs to answer. This paper firstly combs the existing research results in the aspects of product quality measurement methods and product quality upgrade factors and summarizes and analyzes them.Secondly, using the nested logit model to measure the quality of China’s imported agricultural products during the period of 1996-2016,and On the basis of this calculation, the quality upgrade is defined as the difference between the absolute quality of the imported variety and the five-phase lag,and then the quality upgrade of China’s imported agricultural products is measured. At the same time, the quality is standardized in order to facilitate international comparison and summation. And select 30 sample countries for quality upgrade comparison;then analyze the impact of import tariffs and SPS measures on the quality upgrade of China’s imported agricultural products by constructing the frontier distance model;finally, the research conclusions and policy recommendations of this paper are put forward. The conclusions of the study show that the quality of China’s imported agricultural products generally fluctuated during the period from 1996 to 2016.The import tariffs and SPS measures significantly positively affect the quality upgrade of China’s agricultural products, and the quality upgrade of imported products is affected by the proximity of product quality frontiers.Product quality upgrades with higher quality frontiers are relatively slower than products with lower quality frontierproximity. At the same time, the lower the quality frontier, the higher the product quality upgrade cost. The results of the robustness test show that this conclusion does not change because of the different quality frontier proximity and the choice of proxy variables for product quality.
