The report of the 19 th CPC National Congress pointed out that the growth rate of China's economic development has shifted from a high-speed growth stage of about 10% to a medium-high growth of 7%,and the traditional economic growth model relying on scale expansion and factor-driven has failed to meet the requirements of high-quality economic development.China's economic structure needs to be optimized and upgraded,and the development mode must be changed from scale-speed to quality-efficiency.Therefore,by implementing an innovation-driven strategy,the "resource-driven" scale-speed type is shifted to "innovation driven" quality-efficiency type into high-quality economic development Core driving force.The Huaihe Ecological Economic Belt is China's fourth new economic growth pole.Due to the long-term lack of overall planning of the Huaihe River Basin,the economic development is lagging behind and the industrial level is not high.The "Huaihe Ecological Economic Belt Development Plan" issued by the State Council on October 18,2018 states that "improve the ecological environment of the Huaihe River Basin,implement an innovation driven development strategy,build an all-round open structure,and promote coordinated regional development".The innovation driven development strategy has become a driving force for the Huaihe River.An important engine for industrial transfer and upgrading of the eco-economic belt.The innovation drive effectively promotes the high-quality development of the Huaihe Ecological Economic Belt.The key is to incorporate the indicators of the status of the innovation driven strategic development of the Huaihe Ecological Economic Belt as important components of the innovation driven development measurement system,and use this to build an innovation driven development measurement system.It has become the "navigation mark" and "tightening curse" for the implementation of the innovation driven strategy of the Huaihe Ecological Economic Belt,so as to accurately find the driving force for the innovation driven development of the Huaihe Ecological Economic Belt,which will help the Huaihe Ecological Economic Belt to better utilize the innovation driven economy.The high-quality development effect is of great significance to guide relevant government departments to promote innovation driven development of the Huaihe Ecological Economic Belt in accordance with the requirements of "high-quality development".Based on the innovation development theory and measurement theory,this study introduces the DPSIR model to construct an innovation driven development measurement index system,and then selects a single measurement method set that includes ordinal relationship analysis,analytic hierarchy process,entropy method,and coefficient of variation method.The combined measurement method of Gini criterion comprehensively measures the level of innovation driven development of 25 provinces and municipalities in the Huaihe Ecological Economic Belt from 2012 to 2017,and analyzes its dynamic evolution process based on the measurement results.This promotes the high-quality economy of the Huaihe Ecological Economic Belt driven by innovation Provide references for development;Further grasp the spatial layout of innovation-driven development of the Huaihe Ecological Economic Belt from a macro perspective,and provide a powerful reference for coordinating the promotion of regional innovation driven coordinated development and the solution of regional imbalances.The Dagum Gini coefficient and its decomposition method are used to explore the innovation driven development of the Huaihe Ecological Economic Belt.Regional relative differences,evolutionary trends,and sources of differences;In order to reduce the regional differences of innovation driven development,it is important to explore the factors that influence innovation driven development.The choice of geographic detector analysis method reveals the spatial characteristics of the regional differences of innovation driven development and the factors that influence spatial differentiation,and identifies the Huaihe ecological economic belt The key influencing factors of innovation driven development are of great significance to promote the coordinated and integrated development of the Huaihe Ecological Economic Belt;Finally,the level measurement,regional differences,and influencing factors analysis of the innovation driven development of the Huaihe Ecological Economic Belt can provide policy inspiration for the Huaihe Ecological Economic Belt's innovation driven high-quality development and spatial coordination.The main findings of this study are:(1)During the sample inspection period,the 25 provinces and municipalities in the Huaihe Ecological Economic Belt and the overall level of innovation driven development showed an overall upward trend;(2)The spatial distribution of the level of innovation driven development of the Huaihe Ecological Economic Belt shows a significant imbalance,showing a distribution pattern of "high in the east and low in the central and western regions",with significant regional differences;(3)The imbalance of the level of innovation driven development of the Huaihe Ecological Economic Belt is not high,but regional differences are slowly increasing.In addition,regional differences are the main source of the overall regional differences in the level of innovation driven development of the Huaihe Ecological Economic Belt;(4)Among the main external factors that influence the level of innovation driven development of the Huaihe Ecological Economic Belt,the most influential factor in explaining the strength is the degree of opening up,and the rest are the degree of non-marketization,labor capital,government support for innovation,and the level of urbanization.
