A Study On People's Livelihood Financial Expenditure In Six Provinces In Central China From The Perspective Of Happiness Index

Over the past 40 years of reform and opening up,Chinese society has undergone tremendous changes.At the same time,people's living standards have been greatly improved.This is because the party and the government attach great importance to the work of people's livelihood.Since the 18 th national congress of the communist party of China(CPC),the CPC central committee has adhered to the principle of putting the people first and putting people first in governance.It has made people's wellbeing a fundamental task in social development and improving the country's governance capacity.The report to the 19 th national congress of the CPC continued to make clear the need to ensure and improve people's wellbeing,strengthen and innovate social governance,and lay the foundation for building a moderately prosperous society in all respects.And with a new height,proposed that "the thought on socialism with Chinese characteristics for a new era,we must adhere to the people-centered development thinking",always put the people's sense of happiness and security in the first place,to build a "happy China" that lives and works in peace and development.In October 2019,at the fourth plenary session of the 19 th CPC central committee,the party central committee once again proposed to take all things into consideration,fully promote the integration of urban and rural areas,and improve the livelihood security system,so as to meet the diverse needs of the people and lead them toward a better life.In May 2019,the CPC central committee held a symposium on the rise of the central region,putting the strategy on the agenda again.The rise of central China requires not only great economic development,but also greater happiness of the people.The promotion and development of people's livelihood work is to achieve more happiness for the people and lay the foundation for the ultimate realization of a well-off society in all respects.Based on this background,it is of certain positive significance to study the people's livelihood financial expenditure of six provinces in central China from the perspective of happiness index.First of all,this paper takes the livelihood finance of six provinces in central China from the perspective of happiness index as the research object,supports maslow's demand theory,social public need theory,public choice theory and fairness and efficiency theory,and analyzes the internal correlation between happiness index and livelihood finance.Secondly,this article from the people's livelihood finance the total amount of investment and the financing structure of the people's livelihood aspects analyzed development status of the people's livelihood finance in six provinces in central,according to the existing statistical data and literature,to build the happiness index under the perspective of the people's livelihood finance effect evaluation system,this system is divided into three,from the income and consumption,education,employment and social security,health care,living conditions and environment in five aspects,selected the 24 indicators,and through the factor analysis method to detect 2013 to 2018,the six provinces in central happiness index system of comprehensive score,finally it is concluded that the six provinces of six years happiness index comprehensive score increases year by year.Through the establishment of multiple linear regression model,it is found that education expenditure and housing security expenditure are negatively correlated with happiness index,while employment is positively correlated with social security expenditure,medical and health expenditure and environmental protection expenditure and happiness index.Thirdly,through the research,it is found that there are still some problems in the people's livelihood fiscal expenditure of provinces,such as the small scale of people's livelihood fiscal expenditure and the unreasonable structure of people's livelihood fiscal expenditure.Finally,based on the above problems,three solutions are proposed,namely,continuing to increase the scale of people's livelihood financial expenditure,optimizing the structure of people's livelihood financial input and improving the financial supervision mechanism.The purpose of this paper is to put forward some reasonable and feasible Suggestions for the people's livelihood financial expenditure of the six provinces in central China,and to play a positive role in the plan of the rise of central China and the realization of a well-off society in an all-round way.
