Research On The Countermeasures Of Winning The Battle Against Poverty In Baoding

With the beginning of the eighteen Congress,president Xi Jinping has proposed the strategic thought of "Targeted poverty alleviation" from the interests and well-being of the people.The report of the 19 th National Congress of the Communist Party of China clearly points out that China's socialist construction has entered a new stage of development.It is necessary to win the battle against poverty,so that the fruits of reform and development can benefit all the people more and more fairly,and truly realize the goal of building a moderately prosperous society for all.Baoding is located in the middle of Hebei Province,close to Beijing,Tianjin and Shijiazhuang,with relatively complete transportation facilities,outstanding regional advantages and rich natural resources.However,there have been a large number of poor people for a long time,nine counties of which are at the national level.By the end of February 2020,nine poverty-stricken counties have been lifted out of poverty,among which Fuping and Laiyuan have completed the provincial poverty exit acceptance assessment.Baoding poverty alleviation and development work is very typical and representative.This paper takes nine counties and poverty alleviation work of Baoding as the research object,adopts the method of combining on-the-spot investigation with the government's supervision of poverty alleviation work,goes deeply into the poor families of the poor villages,listens to their voices and demands face to face,obtains a large number of first-hand materials,sorts out the effectiveness of poverty alleviation and development work of Baoding by specifying and quantifying various work indicators,especially sums up many existing problems and difficulties.Focusing on the problems of poverty alleviation in mountainous areas,such as the weakness of poverty alleviation,multiple factors restricting the development of poverty-stricken areas,unreasonable industrial structure and imperfect poverty alleviation mechanism,this paper analyzes the main reasons that hinder poverty alleviation,including weak infrastructure,backward production and living conditions,low scientific and cultural quality of the poor,frequent poverty and poverty return due to illness,poor agricultural basic conditions and low development level;The industrial economy has a weak foundation and a low level of industrialization;the financial revenue is small and theinvestment in public facilities is insufficient;the quality of the rural population is low and the endogenous power is seriously insufficient;the industrial structure is unitary,the comprehensive structure of agricultural industry and commerce has not been formed,and the contribution of science and technology to the industrial structure is not high.Finally,the paper puts forward solutions and measures to solve the problems,mainly to make scientific planning,to improve the targeted poverty alleviation mechanism,to develop characteristic industries,to increase farmers' income,to strengthen skills training,to enhance the quality of workers,to open up agricultural products market,to strengthen the construction of information system,etc.The purpose of this paper is to focus on the deep poverty areas and special poverty groups,to study the achievements and reference significance of Baoding in poverty alleviation work,and to summarize some current practical difficulties,so as to promote the pace of poverty alleviation in Baoding,and promote the coordinated development of economy and society in Beijing,Tianjin and Hebei province region.
