Evaluation Research For The Growth Of New Types Of Scientific Research Institution Based On ANP

It has been more than 40 years since reform and opening up,and China's scientific and technological system reform has made a series of progress.The new types of scientific research institutions,as an exploration and attempt of the reform of the scientific and technological system,has experienced more than 20 years of exploration from “crossing the river by feeling the stones” to “walking with confidence”.It has shown great vitality in gathering innovative resources,transforming scientific and technological achievements,and incubating high-tech enterprises.With the expansion of new types of scientific research institutions,problems such as insufficient supply of R&D resources and weak service capabilities are gradually exposed.In order for new types of scientific research institutions to fully recognize its growing weaknesses,and prevent waste of resources,it is necessary to establish a set of growth evaluation models,make strategic adjustments in a timely manner based on the evaluation results,and achieve scientific development.Based on the current research status at home and abroad,the theoretical roots,and the definition of related concepts,the article analyzes the growth status of new types of scientific research institutions,and raises issues such as uneven spatial distribution,immature institutional mechanisms,and imperfect in accurately measuring growth effects.Secondly,on the premise of combining the growth theory of enterprises with the growth characteristics of new types of scientific research institutions,the article analyzes the action mechanism between the growth factors,and designs an evaluation system based on these five growth factors,and then uses the network analytic method to determine the weight and completes the construction of the index system.By taking a typical case,combined with the fuzzy comprehensive evaluation method,the growth comprehensive ability score is calculated and analyzed.Finally,spread over a whole area from one point,from five aspects,put forward suggestions to improve the growth of new types of scientific research institutions.In terms of growth environment: establish and improve laws and regulations,and strengthen reasonable government guidance;In terms of system and mechanism construction: Promote the collaborative innovation development of various entities,and reform the mechanism of talent introduction and cultivation;In terms of R&D and innovation activities: strengthen the organization's own scientific research strength,and promote the integration of industry-university-research resources;In terms of industrialization: strengthen the market demand orientation of technological innovation,improve the incubation level and incubation efficiency;In terms of social influence: improve the quality and efficiency of services,and promote the formation of industry alliances.The growth evaluation index system proposed in this article and empirical analysis combined with individual cases have enriched the relevant research on the evaluation of new R&D institutions,and also provide a reference for institutions to carry out growth selfidentification and promote the high-quality development of new types of scientific research institutions.
