As a key component of human resource management,performance management is an important carrier for enterprises to achieve refined and practical operation management.As a “bridge” group of enterprises,middle-level personnel can play an important role in understanding,communicating,implementing and feedback.Therefore,the performance management of middle-level personnel is an important part of enterprise performance management.HY company is a iron ore mining,processing and sales-oriented private mineral products economic and trade company,it's a traditional labor-intensive enterprises located in the upper reaches of the steel industry.Under the background of the supply-side structural reform in the country's production capacity and cost-cutting.The company has actively adjusted its strategic objectives and will inevitably need to support performance management optimization.This paper takes the performance management of middle-level personnel in HY Mineral Products Company as the research object.It was combined the characteristics of the company as a traditional labor-intensive private enterprise and the adjustment of strategic objectives according to the industrial environment.This research adopts the methods of literature research,questionnaire interviews,investigation and analysis to find out the prominent problems and essential reasons of the performance management of middle-level personnel in HY Mineral Products Company.It was fully combines its new features,Strategic objectives and tasks,from the perspective of internal customers,regard the input and output of work output among different departments or individuals as the customer relationship.Combining MBO and KPI,the strategic objectives and tasks focus on both result-oriented and behavior-oriented,and from the perspectives of performance planning,performance monitoring,performance evaluation,performance feedback improvement and performance evaluation results transportation.Five dimensions are used to optimize the performance management of middle-level personnel in HY company.Taking performance improvement and human resources development as the foothold ofperformance management of middle-level personnel in HY Company,using performance snapshots and performance coaches to strengthen the control of performance formation process,establishing a closed and self-innovative performance management system for middle-level personnel,realizing the concretization,indexing and operationalization of internal customer theory in performance management,ensuring performance management services to the enterprise strategic objectives and tasks,internal customer needs.Through the research of this paper,the following conclusions are drawn: First,the performance management that fully combines the strategic objectives of the enterprise is a spiraling closed management system;secondly,the middle-level personnel performance management based on internal customer orientation is an effective measure to optimize the organization and improve efficiency.Third,optimizing the performance management from the needs of internal customers can stimulate the internal potential of employees and facilitate the performance improvement and human resource development benefits;Fourth,internal customer orientated performance management is more beneficial to the formation of a harmonious relationship between employees,and between departments,reducing the negative effects of internal competition caused by performance management.
