Since the 18 th National Congress of the Communist Party of China,the reform of China’s state-owned enterprises has entered a stage of comprehensively deepening development.Under the background that China’s economy has entered the new normal,traditional state-owned grain enterprises are faced with challenges of transformation and development,shrinking policy-based grain purchase and storage business,declining profits,and the loss of middle-level backbone personnel.The foundation of enterprise performance management is weak,especially in the middle manager performance management system construction,resulting in the middle manager role is difficult to play,low organizational efficiency.Therefore,it is of great significance to conduct in-depth research on the performance management system of middle-level managers and improve and optimize the performance management system of middle-level managers in the current critical period of transformation and development of grain enterprises.In this paper,the performance management system of middle-level managers in HN national grain reserve enterprise was taken as the research object.Firstly,the management situation of the enterprise,the structure of middle-level managers and the current situation of performance management system were preliminarily understood through consulting relevant materials.To further analyze the middle management information performance management system,the paper adopts questionnaire survey and interviews survey method,through statistical analysis methods such as middle management of the enterprise performance management system.Based on the analysis,the paper points out that the enterprise exists in middle management performance management system of performance management system is not complete and the index of performance management is not scientific.The purpose of the performance management is not clear,performance appraisal methods are inaccurate,performance results feedback and performance results application is not comprehensive or timely,etc.Later,through literature research and combining with the actual situation of the enterprise,the paper puts forward the principles and ideas of improving and optimizing the performance management system of middle management personnel on the whole,and emphasizes the whole process optimization of the performance management system.By using management tools such as BSC and KPI,this paper studies the optimization of the performance management system of middle management personnel,and proposes optimization measures and measures from the aspects of performance management index design,performance communication guidance,performance appraisal and application of performance results.On the whole,improving and optimizing the performance management system of middle-level managers is more essential for the current situation of performance management of middle-level managers in HN national grain reserve enterprise,and it is also worthwhile reference for enterprises in related industries.Of course,with the deepening of the reform of state-owned grain enterprises,it is still necessary to constantly study and adjust the performance management system of middle management personnel,so as to improve the organizational performance of enterprises and promote the sustainable development of enterprises.
