Rural subsistence allowances is an important part of Poverty Alleviation Policies and measures in China,which plays a very important role in alleviating rural poverty.It has been more than ten years since the establishment of the rural subsistence allowances was officially announced in 2007.During this period,the rural subsistence allowances has been continuously improved,and its coverage has been expanding in scope and depth,but at the same time,it has also aroused social doubts about "supporting the lazy but not helping the poor" with the rural subsistence allowances.There are more and more concerns about the welfare dependence caused by the system.The research on welfare dependence in western society has been started from a very early time,and there have been a lot of achievements so far.This paper combines western research with China's specific national conditions,and combs the research on welfare dependence in the academic community.In the research,it is found that the academic community has a great controversy on whether there is welfare dependence in China.The focus of the controversy is mainly on In terms of the relationship between relief and employment,from the existing literature,most scholars think that the minimum living standard insurance will weaken the employment willingness of the recipients,and draw the conclusion that China has produced the problem of welfare dependence to varying degrees,and some scholars think that there is no obvious phenomenon of welfare dependence in China.It is worth noting that most of the scholars focus on the urban low-income groups,but lack of attention to the rural low-income groups.Due to the congenital difference between rural and urban areas,the relationship between the employment willingness of the rural minimum living security recipients and the rural minimum living security may present different states.Combined with the analysis of the reasons for the phenomenon of welfare dependence in domestic and foreign research,this paper puts forward the following research questions: how does the different economic characteristics of the population affect the employment willingness of the rural minimum living security recipients? Does the rural subsistence allowances weaken the employment willingness of the people with labor force,and thus produce the phenomenon of "welfare dependence" ?In this study,panel analysis samples were constructed based on the data of CFPS 2012-2014.The samples regressed the influencing factors of the employment intention of the rural low-income insurance recipients and the non recipients respectively by logit and fixed effect model,and tested the robustness by using the method of incline value matching double difference(PSM-DID).The results show that: there are significant differences in the personal characteristics,family characteristics and regional characteristics of the rural low-income insurance recipients,but the differences are not very obvious in the rural low-income insurance recipients and the non recipients.By comparing the differences in the changes of the employment intention between the low-income insurance recipients and the non recipients,we find that the low-income insurance recipients have significant differences in the labor force In other words,in rural areas,the phenomenon of "welfare dependence" is not obvious simply because of relying on subsistence allowances.After using PSM-DID model to re match control group and treatment group,the endogenous influence of sample selection is eliminated,and the same result is still obtained,which shows that there is no obvious weakening of the employment willingness of the recipients of labor force for rural subsistence allowances,and the "welfare dependence" effect of rural subsistence allowances is not obvious.
