At present,China is in the tackling phase of transforming the development mode,optimizing the economic structure,and transforming the growth momentum.At the same time,it is facing difficulties such as serious environmental pollution,uncoordinated regional development,and lack of innovative talents.The problem that needs to be solved is to protect the environment.How to scientifically improve the efficiency of factor allocation and allow limited innovation resources to obtain the maximum output,so as to promote high-quality economic development.As a major national development strategy of the Yangtze River Economic Belt,improving its level of innovation efficiency is an inevitable choice to promote high-quality development of the Yangtze River Economic Belt under the "innovation-driven development strategy",and it is also explored in the context of "grasping protection and not developing large areas" An important measure for the coordinated development of the ecological environment and economic growth.This article studies the measurement of the innovation efficiency of the Yangtze River Economic Belt and its spatial correlation under environmental regulation,which is of great significance to promote regional innovation,quality improvement,and coordinated development in the Yangtze River Economic Belt.Based on the theory and literature research on innovation and environmental regulation,the three-stage DEA model and the intertemporal DEA-Malmquist index method were used to measure the innovation efficiency of the Yangtze River Economic Belt under environmental regulations in 2012-2017,and the impact of three types of environmental regulations on innovation efficiency was discussed.This paper analyzes the spatial distribution characteristics and changing trends of innovation efficiency in the Yangtze River Economic Belt.Secondly,a spatial correlation matrix was constructed,and the characteristics of the regional innovation spatial correlation network of the Yangtze River Economic Belt were revealed using social network analysis methods.Finally,through the QAP correlation analysis and QAP regression analysis methods,the effects of geographical distance,economic fundamental differences,and innovation environment differences on spatial association networks are explored,and the following conclusions are drawn:(1)Control-command environmental regulation and market incentive environmental regulation It has a promoting effect on innovation activities,and public participation in environmental regulation is not conducive to the improvement of innovation efficiency.After excluding environmental factors and random factors,the comprehensive efficiency of the Yangtze River Economic Belt is 0.531,and the pure technical efficiency is 0.763."Hourglass" distribution,with a scale efficiency of 0.717,which gradually increases from upstream to downstream.(2)During the period 2012-2017,the Malmquist index of the Yangtze River Economic Belt was 0.993,showing a slight downward trend year by year.The average annual rate of technological efficiency fell by 1.6%,and the index of change in technological progress was 1.011.During the period of 2012-2017,the change trend of the technical efficiency index and the Malmquist index were basically the same,indicating that the technical efficiency change index was the main factor affecting the change of the Malmquist index.(3)The network density of the Yangtze River Economic Belt innovation efficiency spatial association network is 0.327,the network level is 0.647,and the network efficiency value is 0.422,indicating that the tightness of the spatial association between regions needs to be improved.Shanghai,Jiangsu,and Zhejiang all rank in the top three for degree of centrality,closeness of centrality,and centrality of centrality.Provinces and cities in the middle and upper reaches are mainly passive actors in the spatial network.According to the results of the block model,Shanghai and Zhejiang are net benefit segments;Jiangsu is a brokers segment;Anhui,Jiangxi,Hunan and Hubei are net spillover segments;Chongqing,Sichuan,Guizhou and Yunnan are classified as two-way spillover segments.(4)The spatial correlation network of innovation efficiency in the Yangtze River Economic Belt is affected by factors such as geographical distance,economic foundation,education development,and scientific and technological financial expenditure.The closer the geographical distance,the smaller the difference between education development and the financial expenditure of science and technology,the easier it is to generate spatial correlations,and the larger the differences in economic foundations,the stronger the spatial correlations.After adjusting the breakpoint values,the signs of the regression coefficients of all the variable matrices did not change,and they passed the robustness test.Finally,based on the above research conclusions,several suggestions and countermeasures are put forward,with a view to promoting regional innovation,quality improvement,and coordinated development in the Yangtze River Economic Belt.
