Since the reform and opening-up,China’s transportation development has achieved a historical leap from bottleneck restriction to basically adaptation to the economy and society.In the new starting point,the 19 th CPC national congress has clearly put forward the strategic task of building a traffic power.In order to achieve this significant goal,we must answer several crucial questions,including what is a traffic power,what are its essential characteristics.On this basis,we must be able to scientifically and accurately evaluate the advanced degree and gap in the development of China’s transportation system,and then make clear the direction and focus of efforts in different periods in the dynamic process of becoming a traffic power.On the basis of mechanism analysis,literature review and case study,this paper first deeply interprets the connotation,essential characteristics and realization ways of traffic power,and then condenses four main trends of traffic development in the future.Meanwhile,based on the characteristics of China’s national conditions,this paper discusses and analyzes the "road to traffic power" with Chinese characteristics.Finally,the framework of the evaluation system for the construction of a traffic power is determined,namely the six dimensions of "safety","convenience","efficiency","green development","economy" and "leading force".Based on the analysis of evaluation factors and their interaction mechanism,18 comprehensive evaluation indexes are formed in this paper,under the principle of high international recognition and strong operability.The definition and connotation,key evaluation factors,calculation method and evaluation standard of each index are expounded in detail.Then,based on the comparison and analysis of the commonly used comprehensive evaluation methods and models,the comprehensive index evaluation model is constructed from the perspective of science and practicality,taking full account of the characteristics of the evaluation index system.In this model,the "AHP-entropy method" is used to determine the comprehensive weight value of indicators and the "fuzzy information membership method" is used to reasonably quantify the qualitative indicators combined with parameter standards.Finally,the national comprehensive transportation development level index is calculated based on the value coefficient method,which is used for quantitative description and qualitative comparison of evaluation objects.According to the evaluation system and evaluation model established in this paper,the current situation of traffic development of China and major developed countries such as the United States,Japan,Great Britain and Germany is quantified and benchmarked.The results show that China’s current comprehensive transportation development level index is about 70 points,and there is a certain gap between China and the transportation powers in general.Meanwhile,the development level of China in all dimensions are in a state of "average" or "relatively poor".Based on the country’s transportation development strategies and targets of USA,Japan,UK and Germany,The development levels of transportation in the future of these countries have been reasonably predicted.It is concluded that China’s comprehensive transportation development level index must reach at least 85 points by 2030,and at least 90 points by 2045 to achieve the strategic goal of "entering the ranks of transportation powers by 2030" and "entering the forefront of transportation powers by 2045".On this basis,starting from the problem orientation and goal orientation,this paper puts forward suggestions on setting the target value of key indexes and countermeasures for achieving breakthroughs in key fields,in consideration of China’s national conditions,as well as the effective range of indexes in various fields...
