| The Jiawang District of Xuzhou City is a typical resource-based mining area due to coal mineralization and marginal mines.Since 1882,it has nearly 100 years of coal mining history and has made great contributions to the regional economic and social development.However,with the depletion of coal resources,the mine area that was originally full of vitality was gradually silenced due to the closure of the mine,and economic development entered a low point.In 2011,Jiawang District was rated as a resource-depleted mining area by the National Development and Reform Commission,marking its entry into the post-mining era.In 2008,the Jiangsu Provincial Government proposed to revitalize the old industrial base of Xuzhou.In the same year,the Xuzhou Municipal Government led the preparation of the "Xuzhou Coal Mining Subsidence Land Ecological Restoration Plan." On the basis of this plan,the Jiawangpanan Lake area was selected as the demonstration area of the Xuzhou coal mining subsidence ecological restoration project.The "Xuzhou Model" of government-led,ecologicallyfirst ecological restoration of mining areas and economic transformation kicked off.After 10 years of planning and construction,the original coal mine was completely closed and the economy was in serious recession.The area of Pan'an Lake where large areas of coal mining subsidence and other mining sites were left.With the restoration of damaged ecology,the improvement of environmental quality and the improvement of traffic conditions,In particular,Pan'an Lake,as a coal mining subsidence water area,has become a national-level ecological wetland through ecological restoration and regulation,which has led to ecological,economic and social development in this area to varying degrees.On December 12,2017,General Secretary Xi Jinping came to Pan'an Lake to investigate the achievements of ecological restoration in the subsidence area.He praised Jia Wang 's good transformation practices and is now “really prosperous”.He emphasized that the management of the subsidence area should adhere to the national conditions.The road of transformation and development,build green water and green mountains,and turn green water and green mountains into Jinshan and Yinshan.However,as a gradually transforming coal mine area,how to balance the relationship between ecological protection and economic development,the contradiction is still outstanding,how to guide the regional transformation to choose a reasonable path,it seems particularly important.Therefore,this article takes the Pan'an Lake area as the research object,analyzes the stage characteristics and influence of its development and evolution under the mining of coal resources,and explores the dynamic mechanism of Pan'an Lake area's transformation and development.Faced with the practical dilemma,and put forward relevant optimization countermeasures and suggestions.This study takes coal development and its impact as the main line,and divides the development of Jia Wang into the formation period,the development period,the prosperity period and the transition period on the macro level.The impact of coal development on Jiawang's road traffic,urban pattern,planning guidance,and land use is analyzed.At the meso level,the formation,development and transformation of the Pan'an Lake area are specifically studied,and the development of coal mines and mining trails in coal mining subsidence areas are summarized in terms of road traffic,urban pattern,industrial development,spatial pattern and planning guidance.Impact;secondly,by constructing the indicator system of driving factors for Panan Lake 's regional transformation and development,and using principal component analysis,the main driving forces and influencing factors of Pan'an Lake 's regional transformation and development were qualitatively and quantitatively analyzed from both natural and humanistic aspects;here On the basis of this,combined with the related transformation and development planning objectives,the current situation of Panan Lake regional transformation and development was clarified through field investigations,and the goals and principles of similar regional transformation and development were discussed,and then combined with the actual situation of Panan Lake,from industrial transformation,infrastructure construction,space In terms of management and control,the construction of a comprehensive social structure network,etc.,targeted optimization strategies for transformation and development have been put forward,with a view to providing useful references for the transformation and development of coal resource-based regions in China.The paper has 51 pictures,14 tables,and 86 references. |
