The Construction Of The Evaluation System Of Professional Competence Of The Head Of Whole Process Engineering Consulting

In recent years,the General Office of the State Council,the Ministry of Housing and Construction and the Development and Reform Commission have issued policy documents on the promotion of the whole process engineering consultation.As a relatively new consultation mode in China,the whole process engineering consultation service can effectively solve the fragmentation problem in the construction industry,improve the construction efficiency and promote the improvement of the quality level of construction projects.At present,the whole process engineering consultation in China is still in its infancy,especially because of the serious technical barriers between different specialties in the construction industry,which leads to the extremely shortage of human resources that can comprehensively coordinate the whole process of the construction project consultation service.As the general manager of the whole process engineering consulting service plays a very important role in the service.The professional competence of the person in charge affects the level of the whole project consulting service.Therefore,it is necessary to establish a complete evaluation system of the professional competence of the person in charge of the whole process engineering consulting service,so as to help employers select qualified personnel and train professionals pertinently.This thesis identifies the influencing factors of the professional competence of the whole process engineering consultants by using literature research and grounded research method,and verifies each other.The identified index system is divided into two levels.The first level index includes professional knowledge and skills,intellectual characteristics,social competence and professional spirit,and then it is distributed to the construction professionals.The weight of the index is determined by the way of the questionnaire on the importance of the influencing factors of professional competence.Finally,on the basis of summarizing the relevant literature on the evaluation methods of professional competence,considering the operability of the evaluation process and the scientificity of the evaluation results,the professional knowledge and skills evaluation based on the historical evaluation method and the subjective evaluation method,and the non-professional knowledge and skills evaluation method based on subjective evaluation method are determined to construct the professional competence evaluation system.On this basis,an empirical study on the professional competence evaluation of the project managers in three whole process engineering consulting projects is carried out.By collecting the background information of the project managers,including professional background,years of practice,technical titles,professional qualifications,historical performance and other data,relevant information is distributed to the evaluation.Questionnaire is used to collect data and get the evaluation results of each person in charge of different factors through different evaluation methods.Cloud model is used to quantify the evaluation results of non-professional knowledge and skills.The final quantified level of professional competence is basically consistent with the actual project performance data,which verifies the scientific evaluation system of professional competence.Finally,this paper prospects the promotion of the whole process engineering consultation in China from the perspective of cultivating the person in charge of the whole process engineering consultation,and puts forward suggestions at the national and industry levels for the evaluation of the professional competence of our country.
