Study On Withdrawal Intention And Compensation Mechanism Of Peasant Household Homestead

As an important carrier for farmers to product and live,the rural homestead has the functions of supporting farmers' production and living,ensuring their safe living and providing for the aged,However,with the implementation of the strategy of rural revitalization,the pace of urbanization has been accelerating.In order to pursue higher economic income,rural farmers have come to work in cities one after another.A large number of rural agricultural labor force has been transferred to secondary and tertiary industries in cities and towns.Villagers left and villages became empty,there is a phenomenon of "hollow villages".Homestead resources are idle and wasted seriously.Although the rural permanent population decreases,there is no sign of reduction in the area of homestead.the management system of rural homestead is lacking and illegal construction still exists.The reform of homestead system is imperative.Based on the academic experience of predecessors and through questionnaire survey,this study investigates the willingness of rural households to quit their homesteads in Liangzhou District in four basic units: Great Wall Town,Wujiajing Town,Jinhe Town and Huangyang Town.The collected data are analyzed and processed by using binary logistic regression model.Finally,nine significant influence factors affecting the willingness of rural households to quit their homesteads are obtained.The influencing factors are as follow: is the informant the head of household,the educational level,the living condition,the annual income of family,the actual farming area of family,did the family buy insurance,the area of homestead,the degree of utilization of homestead and the degree of demand of peasant households to live in the city.Among them,is the informant the head of household,the actual farming area of family,did the family buy insurance,and the area of homestead are the four factors affecting the willingness to withdraw from homestead.The influence is positive,while the influence of other factors is negative.In addition,according to the relevant national documents and the actual investigation,this study makes simple suggestions on the construction of the compensation mechanism for the withdrawal of homestead in Liangzhou District from the aspects of the principles,standards and contents of the compensation for the withdrawal of homestead.this paper puts forward some policy suggestions on the implementation of the policy for the withdrawal of homestead:(1)Do a good job in land management;(2)Improve the function of Social Service Security;(3)Build a reasonable framework of withdrawal compensation mechanism;(4)Strengthen the environmental construction of resettlement areas,improve the construction of supporting infrastructure services;(5)Strengthen the policy publicity to guide farmers' willingness.
