Since the beginning of the 21 st century,inspired by the optimized operation and management effects brought by the processing bank in the West,various large and medium-sized commercial banks in China,including rural commercial banks,have begun their exploration journey to establish processing bank.That has been quite effective,significantly promoting system reform and efficient development of China's banking industry."Processing bank" means that bank`s operation model has been transformed from traditional “department management” to “processing management”centered on customer service and value creation.This brand new management model brings huge effects on the operation and management of the whole bank.The process bank makes the bank's business process-oriented,intensive,large-scale,efficiency,and risk compliance,but its establishment is a considerable challenge to commercial banks in terms of technology and management.Commercial banks have to make big changes in traditional business forms,organizational structure,operation model,risk management,human resource allocation and other aspects,which is bound to bring various effects on its human resource management.Processing bank establishment and other supporting reforms all rely on the comprehensive leadership and support of "human".Thus,it is self-evident that human resource management is important to processing bank.M Rural Commercial Bank,a traditional commercial bank,starting late,with relatively backward management mode,low level of education and ability of employees,neglected role of human resource management,is facing increasing difficulties in supporting processing bank establishment in current human resource management.That restricts the development of its process bank.Against the background of theoretical development and practice of processing banks home and abroad,this paper is guided by related theories of processing bank and human resource management.By literature review,field survey and interview,it starts from the current situation and objectives of processing bank construction in M Rural Commercial Bank,and investigates the effects of the construction of processing bank on its human resource management in organizational structure,department settings,job design,staffing,personnel management and external organizational forms?This paper sums up the backwardness and weaknesses of human resource management of M Rural Commercial Bank in the service of its processing bank construction and development ? Its shortcomings are mainly at lacking a human resources management strategy that compatible with the process bank construction,and unreasonable management system and environment for optimize the quality structure of human resources.Finally,this paper proposes countermeasures of human resource management to tackle the above issues from the strategic level and operation level,to ensure the smooth going of M Rural Commercial Bank`s processing bank development and help it improve the efficiency in the operational management,strength and competitiveness in the industry.At the same time,I hope this paper could become a reference and guidance for the management and development of other domestic commercial banks.
