For more than 40 years of reform and opening up,thanks to the drastic improvement in agricultural production conditions and the continuous adjustment of agricultural production structure,the steady increase in agricultural output and the continuous increase in farmers' income,China has achieved remarkable achievements in agricultural economic development.However,it is undeniable that China's agriculture is currently in a period of change between traditional production methods and modern business models.The driving force for the rapid development of agriculture is largely due to the high input of resources and capital.Input and resource predatory production methods inevitably lead to more and more serious agricultural non-point source pollution and restrict the sustainable development of agriculture.As the basic industry of the national economy,the stable development of agriculture is a prerequisite for the healthy and stable development of other industries.In the new era,in the face of increasingly prominent resource shortages and environmental pollution,how to guide China's agriculture to shift from extensive agricultural production to green sustainable production,agricultural ecological efficiency has become an important indicator of the level of sustainable agricultural development.Ecological efficiency emphasizes the unification of economic and ecological benefits,and is the expression form of the concept of sustainable development at the industrial level.Studying agricultural ecological efficiency is an inevitable choice for the agricultural industry to follow the path of sustainable development,and it is also an external requirement for a fragile agricultural system to be virtuous.Henan Province is located in the Central Plains.With abundant agricultural resources,mild climate,and excellent geographical conditions,Henan Province has become one of the representatives of the agricultural culture of the Central Plains.As an important food production base in the country,Henan Province has ensured that the Chinese people's rice bowls are firmly in their own hands,and has made a significant contribution to ensuring national food security.Compared with other regions,Henan Province has a stronger dependence on natural resources and chemicals in the process of agricultural development,which has led to tighter resource constraints,increased agricultural non-point source pollution,and agricultural product quality and safety.The extensive development model of resources to achieve rapid growth of the agricultural economy is no longer sustainable.During the "Thirteenth Five-Year Plan" period,to achieve the transformation from traditional agriculture to modern agriculture,we must follow the path of green agriculture,which is resource-saving,environment-friendly,and highly efficient.In this critical period of transition,whether Henan Province can maintain a stable economic growth while smoothly transitioning from a traditional agricultural province to a modern agricultural province is particularly important.In view of this,based on the theory of systematic combers,the overall situation of agricultural development in Henan Province since 2000 has been grasped from the advantages of agricultural production,production inputs,and output.Secondly,the scientific evaluation index system for agricultural ecological efficiency has been established.Then,from the static perspective,the SBM model with undesired output was used to accurately calculate the agro-ecological efficiency value of Henan Province and cities over the years.Then,the ML index was used to examine the dynamic trend of agro-ecological efficiency under the influence of technological progress.The efficiency decomposition model analyzes the reasons for the loss of agricultural ecological efficiency in various cities in Henan Province in 2017 and gives directions for improvement,and finally proposes relevant policy recommendations.The main conclusions are as follows:(1)The average agro-ecological efficiency of Henan Province from 2000 to 2017 was 0.718,which is far less than 1,which shows that the efficiency loss is serious.Among them,Hebi City is always at the forefront of production.The value of agricultural ecological efficiency is 1,which is completely effective,and it is a learning benchmark for other cities.The average agricultural ecological efficiency of Zhoukou City is only 0.498,which is the worst-developed city among all cities.The comparison shows that the level of agricultural ecological efficiency is uneven in spatial distribution,and the differences between cities and cities are significant;(2)The average ML index of Henan Province from 2000 to 2017 is 1.086 greater than 1,indicating a positive growth trend,of which technological progress is the most important Growth drivers.It is further found that the ML index is different in regional distribution,Huanghuai region> Central Plain region> Southwestern Henan region> Northern Henan region.(3)Except for 8 cities including Hebi City,Jiyuan City and Jiaozuo City,the agricultural eco-efficiency of the remaining 10 cities showed varying degrees of failure,mainly due to the redundancy of water resources and agricultural film inputs.And agricultural non-point source pollution output is redundant.In the future,input resources should be reasonably allocated to reduce emissions from unintended output.
