Research On Rural Industrial Poverty Alleviation Model In Hebei Province Under The Background Of Targeted Poverty Alleviation

Poverty is an important factor hindering social progress,delaying economic development and affecting people's happy life.It is one of the most serious social problems in the world today;It is also a major issue that has long affected world peace,stability and social development.Therefore,the elimination of poverty has become an urgent problem for governments all over the world.In order to solve the problem of poverty,the Chinese government has adopted a variety of measures for poverty alleviation and development,which have achieved great results.In particular,after 40 years of unremitting efforts since the reform and opening up in 1978,more than 700 million people in rural areas have been lifted out of poverty.The poverty rate dropped from 97.5 percent in 1978 to 1.7 percent at the end of 2018,creating a "Chinese miracle" in the history of poverty reduction.However,after years of poverty reduction,China still has 16.6 million rural poor people by the end of 2018.China's poverty alleviation work still faces arduous tasks.In 2013,general secretary Xi Jinping put forward the strategic thought of "targeted poverty alleviation".In October 2015,general secretary Xi Jinping first proposed "five batches" of poverty alleviation measures,namely,one batch of poverty alleviation measures for production,one batch of poverty alleviation measures for relocation,one batch of poverty alleviation measures for ecological compensation,one batch of poverty alleviation measures for education and one batch of poverty alleviation measures for social security.Among them,one batch of poverty alleviation measures for production is to drive the rural poor population out of poverty and become rich through industrial poverty alleviation and industrial development,which is the fundamental way to solve the poverty problem.Due to poor natural conditions and weak economic foundation,some areas of Hebei province have been ranked among the poverty-stricken counties and villages.On March 19,2012,the poverty alleviation office of the state council issued the list of key counties for national poverty alleviation and development.The list includes 592 poverty-stricken counties,including 39 in Hebei province,the fifth most in the country.In addition,17 counties in Hebei province have been listed as key counties in Hebei province's poverty alleviation and development work,and have become key provinces nationwide to overcome difficulties.With the development and promotion of targeted poverty alleviation work,Hebei province has implemented nearly 30,000 industrial poverty alleviation projects with the guidance of industrial poverty alleviation,driving the income increase of 884,000 poor people.In September 2018,11 key counties for national poverty alleviation and development and 14 key counties and districts for provincial poverty alleviation and development were officially removed from the list of poverty-stricken counties in Hebei province.In April 2019,it announced that 21 counties(districts)including Zanhuang county of Hebei province planned to withdraw from the poverty-stricken county sequence.In view of this,this paper takes Hebei province as an example to study the development process,current situation and problems of rural industrial poverty alleviation in Hebei province.On this basis,the model,successful experience and existing problems of industrial poverty alleviation in the three counties of Pingquan,Yixian and Weixian in Hebei province are analyzed,and the common problems in the process of industrial poverty alleviation are summarized by referring to the experience of industrial poverty alleviation in other regions of China.Finally,according to the existing problems in rural industrial poverty alleviation in Hebei province,this paper puts forward feasible countermeasures and Suggestions to promote sustainable development of industrial poverty alleviation,It is expected that the industrial poverty alleviation will take root in the poverty-stricken areas and become an effective way for the poverty-stricken areas and poor farmers to get rid of poverty.This paper mainly includes the following six parts:The first part is the research overview of rural industrial poverty alleviation.This part studies and sorts out relevant theories such as the meaning and background of targeted poverty alleviation,the meaning,mode and significance of industrial poverty alleviation,and the connotation and significance of agricultural industrialization,so as to lay a theoretical foundation for in-depth study of industrial poverty alleviation and provide theoretical support for the completion of this paper.The second part is the development process,current situation and problems of rural industrial poverty alleviation in Hebei province.This part studies and analyzes the three stages of industrial poverty alleviation in Hebei province.This paper introduces in detail the problems and challenges in the process of industrial poverty alleviation in terms of activating the working enthusiasm of the poor groups,improving the endogenous power of the poor groups to get rid of poverty stably and sustainably.The third part is the typical case analysis of the rural industrial poverty alleviation mode in Hebei province.Through the analysis of three typical industrial poverty alleviation cases in Pingquan county,Yi county and Weixian county,Hebei province,this part points out their respective industrial poverty alleviation status and three main industrial poverty alleviation modes,summarizes the common and individual problems in the process of industrial poverty alleviation in these three counties,and thus obtains several enlightenment on industrial poverty alleviation: Developing poverty alleviation industry depends on local conditions to develop advantageous industries.In the process of industrial poverty alleviation,we should pay attention to the industrial structure and the coordinated development of economic benefit and social benefit.The model of industrial poverty alleviation should be based on the unique local conditions and formulate appropriate development strategies.The fourth part is the typical model and experience of industrial poverty alleviation in other areas of China.This part studies three typical cases of Xuanhan county in Sichuan province,Luocheng county in Guangxi province and Mayang Miao autonomous county in Hunan province,and analyzes their modes,characteristics and successful experience of industrial poverty alleviation.In the end,it is concluded that the fundamental purpose of industrial poverty alleviation is to improve the initiative of production,that industrial poverty alleviation is inseparable from the support of science and technology,and that industrial poverty alleviation relies on local resources to adapt measures to local conditions.The fifth part is the countermeasures and Suggestions to promote the sustainable development of rural industrial poverty alleviation in Hebei province.This part makes Suggestions from the four dimensions of government,enterprises,poor households and society.It is mainly elaborated from the following perspectives: the government should further increase the support for industrial poverty alleviation;enterprises should actively play the leading role in participating in industrial poverty alleviation;poverty-stricken households should establish the confidence in poverty alleviation,stimulate the endogenous power of poverty alleviation,mobilize the whole society to participate in poverty alleviation,and promote the sustainable development of industrial poverty alleviation.The sixth part is the conclusion.This part summarizes the whole paper,points out the shortcomings in the research process,and defines the future research direction.
