Study On Industrial Poverty Alleviation In Langshan Town Of Bayannur City

China has headed into the home stretch of poverty alleviation and development."Supporting the genuine poor and truly helping the poor" is an important guide to winning the battle against poverty,alleviating poverty and achieving a moderately well-off society in all respects by 2020.This dissertation takes Bayannur,Inner Mongolia as the research area and the poor households in Langshan town as the research object.The effective first-hand information was obtained through field visit and investigation and these firsthand experiences make the author felt how wide,deep and arduous the task of poverty alleviation in the town is.Through studying the relevant documents data,this dissertation mainly summarized the key measures to get rid of the poverty in Langshan town.Langshan town adheres to “precise supports and policies”,and thoroughly implements 9 poverty alleviation projects of "1233"(" 1-drag,2-replace,3-help and 4-self-preservation ").That is,the implementation of the "basic improvement" project,"trusteeship" project,"with the investment " project,"social assistance" project,"cooperation" project,"science and technology assistance" project,"independent income" project,"self-run income" project,"self-created income" project.After the precise support in recent years,the town's poverty problem has alleviated remarkably to some extent.However,there were also a series of problems in the implementation of the policy,and it did not fully play its "self-hematopoietic" function.These problems are mainly reflected in:Loopholes in the use of industrial poverty alleviation funds and disappointing results;The implementation of the policy of the town government is not perfect;the etiology incomplete sends poor and the quite serious poor phenomenon;The benefit distribution system between government,enterprises and poor households is not perfect and there are several short-term and long-term conflicts.Local poor households have low comprehensive quality,lack of professional skills and lack of motivation for their own development.To improve the industrial poverty alleviation level of Langshan town ofBayannur,the government,enterprises and poor households should adopt precise measures.Therefore,this paper proposes toinnovate and integrate the fund mechanism,implement the industrial poverty alleviation policy,strengthen the will and the ability of enterprises to alleviate poverty and improve the mechanism for linking interests,strengthen the ideological construction of poverty-stricken households through countermeasures and suggestions and improving their agricultural skill level.The author hopes that professional research can improve the quality of life and economic income of the poor people in Langshan town,help the hometown to get rid of poverty as soon as possible,and achieve the goal of building a well-off society in all respects smoothly in Langshan town ofBayannur by 2020.At the same time,we also hope to provide samples of industrial poverty alleviation work for other township governments in China,so as to facilitate the development of industrial poverty alleviation.
