Since the 19th National Congress clearly stated that "accelerating the construction of a multi-subject supply,multi-channel security,and rent-purchase simultaneous housing system",the central government and various provinces and municipalities have successively launched policy preferences and guidance suggestions for the housing leasing market.Rental market.Real estate development companies quickly seize the housing rental market with their strong capital advantages,construction level,and operational management capabilities.However,due to lack of financial support,real estate development companies often lack the enthusiasm for investment and development.In recent years,the housing leasing market has gradually been favored by financial institutions.More and more financing methods are pouring into the housing leasing market.The addition of commercial banks has gradually enabled financial products and services to expand from the field of house purchase to the field of leasing.Commercial bank leasing housing development loans are the main source of financing for real estate development enterprises,which not only reduces the financial pressure of enterprises,provides stable financial support for leasing housing projects,but also encourages more real estate development enterprises to provide sufficient and quality to the market High listings.However,at present,leasing housing development loans still face many problems such as imperfect legal policies,asymmetric market information,banks' lack of operating experience in leasing business,and poor management and management of housing companies,which have created various risks.Therefore,when promoting financial innovation,commercial banks should further enhance their ability to identify and evaluate risks,so as to improve the risk control level and core competitiveness of commercial banks.Preventing various risks of commercial banks' leasing development loans,on the one hand,improves the overall asset quality of commercial banks,on the other hand,promotes the steady development of real estate development companies and even the housing leasing market.Therefore,it is necessary to study the issues related to the risk of leasing housing development loans in China's commercial banks,and its research results have certain theoretical significance and practical value.Firstly,based on relevant theoretical research,this paper expounds the relevant concepts and characteristics of commercial banks' leasing housing development loans,and analyzes the development status of housing leasing loans from the market supply and demand situation and policies.Secondly,following the usual research idea "risk identification-risk evaluation-risk prevention" of risk assessment research,the risk types of leasing housing development loans are divided into four major types: external environmental risk,borrower credit risk,bank operational risk,and business operation risk.And constructed its risk evaluation index system;AHP + entropy weight method was selected to find the weight value of each index combination,and a fuzzy comprehensive evaluation method was used to construct a quantitative model of commercial bank leasing housing development loan risk evaluation.Finally,taking the case of CCB providing rental housing development loans to the W company BY project as an example,the risk analysis and evaluation of commercial housing rental housing development loans were carried out,and the applicability and effectiveness of the model were initially verified;and from the government,commercial banks and real estate development The enterprise puts forward countermeasures and suggestions for the prevention of leasing development loans from three angles.The purpose of this article is to provide corresponding theoretical basis and practical guidance for the risk evaluation of the leasing housing development loans of commercial banks in China.
