China promoted the development of Strategic Emerging Industries since 2010.After supplementing its development assistance policy in 2016,China supplemented its taxonomy and changed its field in 2018,expanding from the original 7 fields to9 fields.It is enough to see that China attaches great importance to the Strategic Development of the industry and hopes that his rapid development will promote economic and technological advancement.The good development of the industry depends not only on national attention and protection,but also on its own innovation ability.If we can explore the impact of the strength of intellectual property protection on the technological innovation capabilities of Strategic Emerging Industries,and suit it's methods to the situation,we will be able to set a better development environment for these areas.This paper measures the degree of intellectual property protection in various provinces of China through a comprehensive scoring method,and uses the R&D investment and technological output of China's Strategic Emerging Industry enterprises as indicators to measure its technological innovation ability,and explores the degree of intellectual property protection to China's strategy.At the same time,the innovation risks brought by the strengthening of intellectual property protection for enterprise innovation are taken into consideration,and its impact mechanism is studied.Collected the list of China Strategic Emerging Industry Composite Index sample stocks released by the Shanghai Stock Exchange,deleted the data missing and the data of companies created in 2018,and finally selected a total of 797 listed companies in 9 strategic emerging industries in China since 2008-2018.A total of 11 years of data,a total of 4775 samples for empirical discussion and research.The research results show that the enhancement of China's protection of intellectual property rights will increase the risk of technological re-innovation,thereby inhibiting the technological innovation capabilities of strategic emerging industries.Explore heterogeneity,where the impact of non-state-owned enterprises is significantly higher than state-owned enterprises;some areas such as new-generation information technology,new materials,new energy vehicles,energy conservation and environmental protection,and China's digital creativity-related industries have strong.In addition,from a geographical point of view,the correlation between the central region and the eastern region is more obvious than the western region.Finally,based on the empirical results and conclusions,we probe into the dilemma of intellectual property protection in China and propose policy recommendations.
