Research Of Y High-tech Zone Organization

Since the debut of Reform and Opening-up in 1978,Chinese Government has established a variety of policy functional areas such as development zones,high-tech zones,bonded zones,and free-trade zones.High-tech zone is a functional area created to accelerate the development of high-tech industries and it bears special missions and policies.During the past 30 years,many new practices and theories on high-tech zone management emerged when high-tech zones served critically in forming the scale effect of high-tech industry agglomeration,promoting the development of local high-tech industry as well as energizing local economy.As a concentrated reflection of the management system and mechanism of high-tech zones,the management authorities of high-tech zones are erected according to local conditions,presenting a variety of institutional settings and forms.These valuable experiences have also brought new enlightenment to regional institutional reform and institutional innovations.Y High-tech Zone is the only national high-tech industrial development zone in Y City.In the process of completing the "three-level jump" at the municipal,provincial and national high-tech zone levels,various institutional development schemes were explored and examined.Through the way of merger and integration under the condition that the institutional setting is not finalized,the management function of the management committee of the high-tech zone,which stays at the levelof "documents",is ensured.This paper mainly focuses on the establishment of the management organization of Y High-tech Zone,the introduction of the status quo of the High-tech Zone,the establishment of the institution setting of the High-tech Zone,the existing issues in the establishment of the Y High-tech Zone,and the concept and experience of the establishment of the High-tech Zone in the advanced areas in order to better the management of the Y High-tech Zone and to put forward feasible suggestions.This paper is divided into six parts.The first part lays out the concept and significance of the research on the establishment of institutions in the high-tech zone by conducting a literature review on establishing high-tech zones practices both home and abroad.The second part introduces the general situation of the establishment of institutions in the domestic high-tech zone,and summarizes the internal and external factors affecting the establishment of the high-tech zones.Taking time as the axis,it presents the dynamic map from the past to the present.Based on the two lines of knowledge,this paper expounds the problems of the establishment of institutions in high-tech zones from theory to practice.The third part focuses on the analysis of many challenges faced in the establishment of high-tech zone institutions by demonstrating the adverse consequences of the defects of high-tech zone establishment on the development of high-tech zone itself,and focuses on providing a comprehensive understanding of the behavior logic of the establishment of high-tech zone institutions from many aspects.The fourth part focuses on the establishment of advanced high-tech zones in foreign,domestic and provincial institutions is the concept of setting up and scientific setting methods,and extract the experience and practices that can be absorbed and used for reference,mainly attempts to provide direction and principle guidance for the establishment scheme of the high-tech zone organization from the theoretical level.The fifth part provides some supplementary suggestions at the practical operation level to help Y high-tech zone get out of the realistic predicament of setting up the organization and then for the new generation of national high-tech zone institutions to provide reference.The last part provides asummary analysis to optimize institutional setup and management of high-teach zones.
