Research On Regional Industry Integration And Land Use Mode Under The Backgroud Of Enclave Economy

With the rapid development of economy and sociaty, industrialization and urbanization has accelerated noticeably. Construction land, especially industrial land, as the vector of industrialization and urbanization, has been increasing prominently. So does the conflict between demand and limited supply of land resources. Under this background, enclave economy becomes new hotspot. However, we can see there are still some hidden problems in the practice of the enclave economy. Implementation of "enclave industries" policy may lead to islanding effect, if the industrial projects have no linkage with the region's other industry. Industry integration can reasonably choose competitive industries for local development and provide evidence for enclave economy. Meanwhile, enclave economy provides a new way for industry integration, breaking the bottleneck of land resources.This paper will analyze the status of economic development in Nanjing, and evaluate Nanjing's industrial structure through shift-share analysis method (SSM). Based on this, an index system is built up to choose leading industry. Then construct land use mode on the base of industry analysis. Main results and conclusions are as follows:(1) Use development zone as vector to develop enclave economy in Nanjing City. 13 development zones can be divided into four types:the first class has higher level of industrial structure and economic strength, including Nanjing Economic and Technological Development Zone, the better, high-tech Technology Industry Development Zone and Jiangning economic development zone. The fly-in industry should focus on transportation, communication, omputers and other modern instrumentation, high value-added, advanced manufacturing, or like its own large-scale industry, such as oil, pharmaceuticals, chemicals industry. The second class is Nanjing Chemical development zone. Leading industries is petroleum, coking, chemical manufacturing, therefore, should focus on further enlarging and strengthening own industry. The third class which has no distinct leading industry includes Pukou Economic Development Zone, Baixia high-tech industrial development zone, Qixia Economic Development Zone, Luhe Economic Development Zone, Lishui Economic Development Zone. The development of such zones should focus on industries which have comparative advantage such as Education and Sports Goods, ferrous metal smelting and other manufacturing industries. The fourth class includes Binjiang Economic Development Zone, Yuhua Economic Development Zone, Gaochun economic development zone and Nanjing export processing zone. Leading industries of such zones is not obvious, and the strength is low. Such zones should be carry industry transfer from the first and second class zones for extensive economic cooperation.Fly-in industry can be textile, furniture, printing, food processing industries.(2) Land use mode of Nanjing enclave economy can be classified into the following four types. Type 1:Land supply is incremental land, with good pre-development and infrastructure investment. Fly-in industry requires high efficiency. Industry is mainly concentrated in the heavy machinery manufacturing and high value-added new technology industry. Type 2:Land supply is also incremental land. Fly-in industry is mainly high grade industry and general manufacturing, as advantage industry to enhance regional economic strength. Type 3:The requirement of fly-in industry is not very high. It can be basic manufacturing.Type 4:Land supply is stock land and fly-in industry should have high effection. Different levels of enclave economy have different land use mode selection. Betweent urban and rural area can choose type 3. The main city as "fly-out party" and investor should promote the upgrade of the rural industrial zones, while suburban rural areas supply land resource, and undertake responsibility of house demolition. Between county and township can choose type 2 and 3. The county should guide the township industry to centralize at one area.(3) Through investigations of typical enclave economy in Nanjing, Gulou-Lishui Development Zone, we can find many problems in practical activities:in enclave projects, enterprise and government has complex relationship. The administrative boundaries still can not be broken, especially in infrastructure construction, demolition compensation and resettlement, environmental protection, labor, employment arrangements, etc. Therefore, this paper holds that Jiangsu government should set up leadership group with land departments, formulate the land policy, tax policy, monitor capital utilization of land management, to promote the smooth implementation of the enclave economy.
