Municipal recreation service delivery: From direct service to the incorporation of a community development approach

Abstract/Summary:
This thesis examines approaches to municipal recreation service delivery. Municipal recreation departments tend to operate under a direct service model of service delivery. As a result, resources are centered on facility maintenance and municipal programming. Although these are important functions, they are only part of what can exist within community recreation services. Community volunteer agencies and activity groups are also associated with municipal recreation services, but under a direct service model of service delivery, are not connected with the larger municipal organization. To include these groups and to build up communication and coordination between all groups within recreation services, municipal recreation departments need to shift service delivery to include a community development model.; The inclusion of the community development model of service delivery would increase the role of citizens within the municipal recreation service delivery format, allowing a stronger for a connection between community organizations and the municipality. However to achieve this transition is difficult and there are issues that could impede such a move. Using data collected for the Town of Minto: Community Leisure Study, as a case study; the issues of transition from a direct service delivery to the inclusion of a community development model will be examined.
