Professional Development In Embedding:Research On The Mode Of Social Work Service Delivery Under The Retired Military Service System

The establishment of the Ministry of Veterans Affairs will strengthen the construction of the service system for retired military to a more important position.Service level and quality is also required to improve to meet the increasingly diverse needs of retired military cadres.As an important means to assist in the transformation of government service functions,social work services entered the X city B and C retired military scenes under the dual drive of the government' s promotion of social work development and the socialization needs of retired military service and management office.The main question of this research is how to position the embedded development of professional social work under the retired military service system.What kind of retired military service delivery mode is most conducive for professional social work to achieve embedded development and exert its professional advantages in the retired military service system?According to the order of appearance of professional social work in the scene,this research divides the exploration of social work services in B and C retired military scenes into the preliminary stage of endogenous social work services,and the development stage of government purchasing project services.From the theoretical perspective of embedded development,this research use the methods of literature,interviews and other research methods,carding the elements of professional social work embedded in the retired military service scene,and present the whole process of two-stage service delivery.Analysis the stages challenges and dilemmas encountered in the process of service delivery,and discuss the development of service delivery mode and dynamic mechanism in embedded;proposing strategic Suggestions for the embedded development of retired military social work.The research found that the goal of embedded development of professional social work is to provide professional services for the retired military cadres,and more importantly,to help all staff to improve working methods and working concepts.The local scene hopes to provide social work services by endogenous forces.However,in practice,internal social worker is difficult to achieve the expected results.However,through the purchase of project services,there are also many problems such as unclear roles,resource dependence,and lack of legitimacy.Based on this,this research believes that the retired military work service delivery mode combining external and endogenous is the path that suitable for the embedded development of professional social work in the retired military system.
