Abstract/Summary:
This case study adds to emerging research applying complexity theory to community development. Through qualitative content analysis of interviews with participants in the Victoria Regional Rapid Transit Project's Community Liaison Committee, triangulated with project material and local media coverage, this study developed themes to reflect the values citizens and public administrators brought to life in working together on a sustainable regional transit vision. Through the application of complexity theory, and in discussion with the current challenges of the open government movement, this study illustrates the community's communicative system and makes critical suggestions as to how public organizations can become relationship-oriented by empowering citizens, adapting to feedback, encouraging communicative flows across sectors, and involving communities in defining their development challenges and solutions.
