This paper takes PZ company as the case study object,firstly,introduces the company's history and the development after entered into the Chinese market,then diagnoses the company's external environment in terms of the opportunities and threats,and internal environment in terms of the strengths and weaknesses,and raises up the strategic objectives based on the SWOT analysis result and a matched Performance Measurement System design objectives.After that,the paper analyzes in detail the performance measurement system in the company at both the company level and the function level,including the current running status and existing problems,and finally raises practical solutions for further improvements.This paper applies the OVAR method as the main theory basis to build up the performance measurement system for PZ company at both the company level and the function level,and meanwhile adding in cross-functional KPIs.This PMS network which links together horizontally different company functions and vertically different company layers is very efficient in translating the company's strategy into responsible functions and this transparent and standardized performance measurement system supports function managers to well manage their people while achieving their objectives.
