Study On The Environment Effect Of Export Trade In Beijing-Tianjin-Hebei Region

Trade is the main driving force of economic growth in a country or region.Environment of a country or region is the basis for sustainable development. With the speeding up of global economy's integration process, the deepening of China's reform and opening up and the beginning of integration in Beijing-Tianjin-Hebei regional synergy, the export of Beijing-Tianjin-Hebei region will must be the important driving force of economic development. However, the extensive mode of trade brings the enormous pressure and challenges to the environment.Firstly, according to the input and output theory and national economic accounting theory, this paper builds the Beijing-Tianjin-Hebei social accounting matrix of 2012 on the basis of 2012 input-output table of Beijing-Tianjin-Hebei.Secondly, according to international economics, environmental economics and the theory of general equilibrium, this paper builds the Beijing-Tianjin-Hebei region computable general equilibrium model(regional CGE model) and compiles the GAMS program. Thirdly, using GAMS software,this paper analyzes the change of energy consumption, trade, trade structure and trade scale of Beijing-Tianjin-Hebei regional export trade, analyzes its influence on environment and draws the following conclusions:(1)When the export scale of each department changes, environment pollution grows at the same time. The export of pollution intensive products make the beijing-tianjin-hebei region environment deterioration. In other words, export trade as a whole the scale enlargement of Beijing-Tianjin-Hebei region environment brings negative effects.(2)On the condition of each department export at different scale,Beijing-Tianjin-Hebei region can effectively reduce the pollution of the environment.In other words, the change of the export trade structure can effectively improve the beijing-tianjin-hebei regional environmental quality.(3) Beijing-tianjin-hebei region can be controlled by adjustment of production tax and export tax rebates to adjust the size and structure of the regional export trade,and can bring positive effect to the environment.And its effect is better than the effect of adjusting volume on the improvement of the environment quality.
