Study On The Emergency Materials Storage And Scheduling Of Natural Disaster In Jiangxi Province

The occurrence of natural disasters has caused huge losses to China.Moreover,due to the late start of China’s emergency management research,it is relatively weak in emergency management.In the process of responding to sudden natural disasters,there are often insufficient efforts.And often exsit the situation that the emergency materials storage and scheduling cannot meet the needs of rescue activities in time.Therefore,in order to better respond to natural disasters and reduce the losses caused by disasters,it is necessary to conduct a systematic study on the reserve allocation and scheduling of emergency supplies.Based on the regional emergency management perspective,based on the existing relevant policies,theories and methods,combined with the relevant scholars’ research results in this field,from the location of the regional emergency materials reserve to the allocation of the reserve and the emergency of the reserve.Systematic research on the scheduling of reserve materials.Firstly,this paper analyzes the basic situation of natural disasters in Jiangxi Province from two aspects: disaster type and loss situation,and analyzes the current situation of emergency management activities in Jiangxi Province,analyzes the current situation of emergency materials reserve system in Jiangxi Province and the status quo of emergency materials dispatching.Point out the problems existing in the current emergency material reserve system and emergency materials dispatching.Secondly,in view of the location and layout of the emergency materials reserve in the emergency material reserve system,this paper innovatively takes the interaction between various regions of Jiangxi Province as an important influencing factor for the location of emergency materials storage.It mainly includes the four dimensions of traffic accessibility,regional material reserve capacity,emergency response speed at the time of disaster,and supply and demand balance between regions.A reserve option for the repository is derived.Thirdly,considering the differences in geographical location,disaster situation and economic situation in various regions of Jiangxi Province,a layout of emergency materials reserve based on different grades was constructed for the province.It has formed a first-level reserve pool with Nanchang,Fuzhou and Zhangzhou as the core and a secondary emergency material reserve library with Yichun and Yingtan as the supplement.According to the characteristics of disaster types in Jiangxi Province,from the perspectives of the types and quantities of emergency materials,the structural requirements and quantity requirements were analyzed,and the emergency materials storage materials in Jiangxi Province were rationally allocated.Finally,aiming at the emergency material dispatching problem in Jiangxi Province’s emergency management activities,combined with the emergency material reserve database layout and material allocation results,an emergency material dispatching model based on different conditions was established,and an emergency material dispatching plan was obtained for Jiangxi.Provide reference for decision-making in provincial material dispatching.
