At present,oilfield enterprises are entering the critical stage of realizing the goals of the 13 th five-year plan,constructing the blueprint of the 14 th five-year plan and starting a new journey of modern energy enterprises.As oil and gas engineering technology research and development services as the main business of Z company academy of engineering,scientific research personnel companies such as scientific research of soft power,simply copy the original performance management system cannot work performance of the real evaluation of scientific research personnel,how to go from performance management,staff incentive policy,organization guarantee of innovation,speed up the research the pace to develop the bottleneck technologies,implementation and effect of science and technology support,continue to promote sustainable development oilfield with high quality,in the grim situation of competition of the oil and gas industry gain a foothold in the market,is the need to focus on the problem.Since the 13 th five-year plan period,the academy of engineering has tried out the management mode of "big scientific research".In order to coordinate with the change of the management mode of scientific research,the existing performance management system should be optimized.According to the starting point of "one enterprise,one strategy",a performance management system that conforms to Z company's engineering academy has been formed.This article research scholars at home and abroad over the years based on research results,combined with the engineering project management mode and Z company performance management system to run the status quo,using empirical analysis method of academy of Z company performance management system has carried on the comprehensive collection of existing problems,analyzes its emergence reason,combined with the competency model,select a variety of performance evaluation tool proposed the performance management system optimization and application result of performance appraisal.To ensure that the engineering academy of Z company can make use of the performance management system to improve the work enthusiasm of the researchers,help the enterprise to complete the research tasks smoothly,and realize the long-term development planning and vision.
