| At this stage,the working environment for grid safety was changing in China.New issues and challenges continue to emerge.The power grid enterprise is facing a serious production safety situation with persistent grid safety risks,increasing equipment safety risks and growing personal injury risks.At the same time,with the increasing openness of China’s energy market to the outside world,the pace of internationalization of power grid enterprise has accelerated.To this end,whether to effectively prevent all kinds of power safety events,power casualties and serious equipment accidents,as well as to ensure the reliable operation of the power system and the normal supply of electricity,or to improve international competitiveness,power grid enterprises are in urgent need of innovation and improve safety management,to achieve systematic management of safety production,to enhance the level of intrinsic safety.This paper examines the construction of an intrinsically safe management system for power grid enterprises.First,this paper introduced the concept of safety management systems and the theory of intrinsic safety,sorted out the development history of safety management systems,and analyzed the connection between intrinsic safety and safety management systems.Secondly,this article adopted a comparative safety methodology to study the safety management systems of international,national,industry and typical enterprises.That is,from the commonality and difference in the development,elements,operation mode and framework of the systems,the intrinsic safety management system and its construction points were summarized.On this basis,the five basic characteristics and two construction principles of the intrinsic safety management system were clarified.The general path of "analysis and modeling of system,analysis of system elements,design of operation model and analysis of system framework" was designed as the key link.In this way,the idea of building an intrinsic safe management system was formed.Then,combined with the outstanding problems in the construction of safety management system of power grid enterprises,the general construction path in the construction idea was specified.According to the Hall model,the three-dimensional structure model of power grid intrinsic safety management system was designed from three dimensions,such as management objectives,management ecology and management mode.Based on the element screening method,the system elements and sub-elements were comprehensively identified through collective discussion and expert review from the perspective of achieving wisdom safety,good governance safety,system safety and functional safety.Based on the traditional "PDCA" cycle theory,the "LRPDCA" operation mode emphasizing leadership and responsibility was proposed.According to the "LR-PDCA" operation mode,the relationship of the system elements was sorted out and the main operation mechanism of each stage of the operation mode was analyzed.Finally,using the State Grid Corporation as an empirical study case,an intrinsic safety management system framework was designed for top-level guidance of the system documentation. |
