Study On The Construction Of Ecological Function Zone In Xijiang River Basin From The Perspective Of Green Development Concept

Watershed ecological function area is not only the regional unit of watershed ecological civilization construction,but also the epitome of watershed ecological civilization development.At present,the construction of ecological function zone in Xijiang River Basin is faced with such problems as rigid thinking of green development,difficult development of green productivity and slow transformation of production and life style.As one of the five development concepts,the concept of green development is a new development concept formed under the background of reflecting on the ecological environment problems at home and abroad,rooted in the Marxist concept of ecological nature,inherited from the Marxist theory of productive forces and the green development thought of the Communist Party of China since the founding of the People’s Republic of China.The people-centered values and the harmonious development concept of man and nature are the premise of planning and protection of ecological function areas in Xijiang River Basin.The laws and regulations formulated around the concept of green development,as well as the system norms including the performance appraisal system,financial system and ecological accountability system,are the important guarantee for the economic development and people’s livelihood construction of the ecological functional areas in the basin.The green economic development concept and social development concept gradually formed on the basis of practice are the help to further strengthen the supply of green products,the development of green industry,the establishment of ecological support system,the formation of green consumption concept,and the promotion of cooperative mode and the construction of ecological supermarket.From the establishment of thinking to the all-round integration of system,economy and people’s livelihood,green development is the feasible way to solve the contradiction between economic development and environmental protection of ecological functional areas in Xijiang River Basin.It is also the necessary way to realize the harmonious unity of "human nature society" from the perspective of historical materialism and provide practical experience and development model reference for the construction and development of ecological functional areas in other river basins It’s the way to go.
