| In 2017,the Ministry of Environmental Protection Designated“2+26”cities as beijing-tianjin-hebei air pollution transmission channels,of which“2+26”cities are Beijing,Tianjin and the surrounding 26 cities.“2+26”cities are the vanguard of economic development in the north,with a developed social economy,rapid industrial development and various types.At the same time,this region is also one of the most serious urban air pollution areas in China,the contradiction between industrial development and environmental pollution has attracted the general attention of all circles of society.How to seek the“2+26”urban industrial agglomeration and environmental governance between the Dynamic equilibrium has become an urgent problem to be solved.Based on the panel data of“2+26”cities from 2009 to2018,this paper analyzes the interaction between industrial agglomeration and environmental pollution,secondly,the paper analyzes the present situation of“2+26”urban industrial development from the perspectives of total industrial output value and location entropy of industrial agglomeration This paper analyzes the environmental pollution status of“2+26”cities from the aspects of pollution emission amount,emission intensity and emission index.Third,the spatial correlation of“2+26”urban industrial agglomeration,industrial wastewater pollution index,industrial SO2pollution index and industrial smoke(powder)pollution index was analyzed by using the Moran’s I,a simultaneous equation model was developed based on STIRPAT model to analyze the interaction between“2+26”urban industrial agglomeration and environmental pollution,as well as the effect of control variables on them.The main conclusions of this paper are as follows:First,from 2009 to 2018,“2+26”urban industrial gross product showed an upward trend,the overall level of industrial agglomeration showed a downward trend,a few cities showed fluctuations.Specifically,the cities with high industrial concentration are concentrated in Shandong province and Henan Province,with the fastest rising concentration level in Dezhou and the largest decline in industrial concentration level in Beijing.Second,from 2009 to 2018,“2+26”urban industrial wastewater discharge showed a trend of first increasing and then decreasing,industrial SO2discharge showed a declining trend,and industrial smoke(powder)dust discharge showed a fluctuating state as a whole,with a small decrease in 2009-2010,significant increase in2010-2011.Industrial waste water pollution is the most serious in Tianjin,Tangshan industrial SO2and industrial smoke(powder)pollution are not optimistic.Thirdly,the industrial agglomeration and three kinds of pollution index all present the spatial positive correlation characteristic.The results of simultaneous equations show that there is a two-way relationship between“2+26”urban industrial agglomeration and environmental pollution.The influence of industrial agglomeration on environmental pollution is different.The increase of industrial agglomeration level reduces the pollution index of industrial waste water and industrial smoke(dust),and increases the pollution index of industrial SO2.The increase of three pollution indexes of industrial waste water,industrial SO2and industrial smoke(powder)dust all promoted the industrial agglomeration.The policy suggestions of this paper are as follows:First,deal with the relationship between industrial agglomeration and industrial pollution dynamically.Second,the rational distribution of industries,the development of local industries.Third,properly improve the access standards of local agglomeration areas and increase investment in pollution control in industrial agglomeration areas.Fourth,we should make full use of the spillover effect of agglomeration areas and vigorously develop science and technology.Fifth,strengthen environmental supervision and improve the environmental protection system. |
