Analysis And Study On The Relationship Among Core Stakeholders In Polluting NIMBY Facilities

The active construction of pollution-type adjacent facilities has solved the pressure of a series of energy development and resource treatment brought by new urbanization,and the development and construction of such facilities has become a necessary trend of the development of new urbanization.However,due to the large investment,negative externality and high risk of social stability in the construction and operation of the pollution-type adjacent avoidance facility project,there are many stakeholders involved,and the relationship between its core stakeholders is complex,which brings the risk of adjacent avoidance to the pollution-type adjacent avoidance facility project.In the process of actual development,construction and operation,there are also problems such as lack of trust in government functional departments,lack of social responsibility of development,construction and operation enterprises,and social risks caused by collective public protests around them.By governing the relationship between these core stakeholders,we can avoid risk.Therefore,it is necessary to study the relationship between the core stakeholders of the pollution-type adjacent avoidance facility project.In this paper,the domestic and foreign research on pollution-type adjacent facilities project,project stakeholders and social network analysis are reviewed,and the research on the relationship between the core stakeholders of pollution-type adjacent facilities project is found to be insufficient,so as to determine the content of this study.Secondly,the concept of pollution-type adjacent avoidance facilities,stakeholder theory,social network analysis and other related theoretical basis are introduced.Third,the 16 stakeholders of the pollution-type adjacent avoidance facility project are identified by the combination of 3D model and in-depth interview.By using the Mitchell stakeholder analysis method in this boundary,six core stakeholders are identified by the significant difference analysis of the four attribute dimensions of initiative,influence,interest and risk.And from their high attribute level of behavior characteristics analysis.Fourth,through literature analysis and expert interviews,the relationship between the core stakeholders of pollution-type adjacent avoidance facilities is identified as five relationships,such as contract,dependence,trust,communication and supervision,and the weight of each relationship is obtained by using network analytic hierarchy process(ANP)on the basis of further identifying 15 secondary relationship element indexes.Through the questionnaire survey,the basic data of the relationship are collected to complete the quantification of five kinds of relationship networks,and the relationship network model of the core stakeholders of the pollution avoidance facility project is constructed by using the social network analysis method.Fifth,the evaluation index is selected from the level of whole network and individual network,and the index pair of all kinds of relational network is measured and analyzed by ucinet analysis.Sixth,according to the analysis results of the whole and individual network indicators,the main points of governance of various relationships are sorted out,and relevant governance suggestions are put forward.The research results provide theoretical support for the analysis of the relationship between the core stakeholders of the pollution-type adjacent avoidance facilities project,and also provide reference suggestions for the treatment of the pollution-type adjacent avoidance facilities project relationship.
