| Our economy has been growing continuously for many years,people’s income and consumption level are constantly improving,life produces more and more garbage.Effective treatment of garbage generated by daily life and harmless treatment of household garbage are important contents of public services.All localities vigorously carry out the treatment of household garbage,such as launching a number of garbage incineration projects and building a number of household garbage recycling and treatment stations near residential communities.These projects can effectively solve the problem of urban "household waste siege".However,from practical experience of foreign country the self-contradiction attitude of public agree with the construction of waste treatment plant has gradually shown,that is they approve the target of constuct waste treatment plants in principle,but the site of the plant could not be near to "my back yard".So it is unavoidable for the public’s resistance to the site chosing and plant operation of waste treatment plant.The social conflict and the NIMBY(not-in-my-backyard)become more and more obviously.It has become the obstacle of the development of waste treatment and a big potential risk of social stability.This article takes the issue of proximity to domestic waste treatment facilities in Zone B of Shenzhen as a typical case,studying the issue and countermeasures of proximity to domestic waste treatment facilities.Based on the new public service theory,collaborative governance theory,and the six characteristics of proximity to urban domestic waste treatment facilities,a survey questionnaire on proximity to domestic waste treatment facilities is designed and conducted,summarizing the lack of standardization in the construction of domestic waste treatment facilities in Zone B of Shenzhen Causing psychological concerns among the public,inadequate standardization of facility location procedures,loss of public interests,inadequate scientific and reasonable compensation mechanisms,concerns about feedback compensation,lack of effective communication with the public,and obstacles to public participation in collaborative governance.Based on the analysis of the problem,it can be concluded that the main reasons for the occurrence of neighbor avoidance conflicts are the gradual increase in public awareness of rights,unequal relationships between stakeholders,inadequate public services,lack of standards for economic compensation,and serious lack of mechanisms for residents to participate in collaborative governance.In order to analyze the potential risks caused by the problem of neighbor avoidance from the source,and clearly propose four countermeasures to avoid or solve the problem of neighbor avoidance.Firstly,transform the approach to solving the problem of neighbor avoidance and build a scientific and reasonable governance system;Secondly,effectively safeguarding the vital interests of the people and standardizing the procedures for selecting locations for neighboring facilities;Thirdly,optimize the methods of ecological compensation and build diversified compensation mechanisms;Fourthly,establish an information disclosure mechanism and strengthen collaborative governance among residents. |
