Research On The Influence Of Marine Environmental Regulation On The Competitiveness Of Mariculture Industry In China

China is rich in marine resources and diverse marine ecological environment.In recent years,the marine economy has become increasingly prosperous.However,with the continuous development of the marine industry and the expanding of seawater aquaculture scale,the marine environment is more serious,so it is necessary to strengthen the protection of the marine environment.How to develop a double goal of developing marine environmental regulatory policies to improve the competitiveness of the marine ecological environment and Mariculture industry,is the key to the continued and healthy development of Mariculture industry in China.Therefore,through literature review,impact mechanism analysis,current situation analysis and empirical analysis,this paper puts forward some practical suggestions to enhance the competitiveness of China’s mariculture industry.First,this paper clarifies the relevant literature at home and abroad to make clear the research direction and method.Secondly,in the mechanism analysis,this paper makes a general and specific analysis on the impact mechanism of marine environmental regulation on the competitiveness of mariculture industry from three aspects: cost effect,innovation effect and industrial scale effect.Thirdly,by analyzing the current situation of marine aquaculture development and environmental regulation in coastal provinces,we have an objective understanding of the development of marine aquaculture and the intensity of marine environmental regulation in our country.On this basis,the competitiveness of marine aquaculture in my country’s coastal provinces is calculated by the factor molecular method,and the competitiveness of marine aquaculture in my country’s coastal provinces is evaluated.Further,based on the above research,this paper counts the relevant panel data of marine environmental regulation intensity and mariculture industry competitiveness of 10 coastal provinces in China from 2006 to 2019,and makes an empirical study on the impact of China’s marine environmental regulation on the mariculture industry competitiveness by using regression model.The research conclusions show that:（1）Under the separate effect,the market-incentivized environmental regulation policy has a positive effect on the competitiveness of the mariculture,while the command-and-control environmental regulation policy has a negative effect;（2）Under the common effect,the negative impact of the command-and-control environmental regulation policy has reduced,while the market-incentivized environmental regulation still shows a positive effect,which shows that the positive effect of the synergy of the two environmental regulation policies is stronger than that of a single environmental regulation policy.Finally,this paper puts forward the following suggestions: Perfect the environmental regulatory policy system to improve the standard of the marine environment;take the technical innovation effect of environmental regulation seriously to promote green production of seawater aquaculture;give scope environmental scale effect of environmental regulation to improve the scale economic efficiency of seawater aquaculture.
