The Study Of Guaranteeing Pbulic Elevator Security In China Based On Collabrative Goverance Theory

With rapid economic development and city urbanization,China has become the largest new elevator market,and the largest elevator manufacturing and using country in the world.Because elevators relate to public security and people’s daily life,elevator safety has become one of the focus of media attention.In recent years,frequently reported elevator accidents caused casualties and property losses,and made people concern about elevator safety and question the capability of government in the scope of elevator security.But with heavy load of supervision and rare public resource,hoping to realize elevator security only by government is unrealistic.How to do the elevator safety work is already a problem in front of the whole society.The elevator security mechanism needs to be innovated.There are still many problems in the field of elevator security.First,in the process of elevator manufacturing and installation,NGOs are not playing a role very well in the scope of technical advice,communication and self-regulation within the industry.Government supervision on elevator manufacturing enterprises,especially on foreign invested enterprises is inadequate.Manufacturing and installation enterprises use backward technology and lack sense of responsibility.Secondly,in the process of using elevators,because elevator using units lack responsibilities,or in order to cut the cost in the increasingly fierce competition,they do not pay enough attention to elevator safety.It sacrifices the quality of elevator maintenance,and increases risk.Due to lack of regulatory power,supervision on elevator using is not adequate.Elevator users lack safety awareness and have many misunderstandings.In third,in the process of elevator inspection,inspection agencies that have government background harm the benefits of other inspection agencies.Because government background agencies monopoly elevator inspection industry,the efficiency and quality of elevator inspection is not satisfying.The author sites two typical elevator incidents which happened in Songjiang and Jingzhou as examples to analyze these problems.Elevator security is not just a duty of government department.We need to use collaborative governance,namely,government collaborates with market,NGOs and citizens,to rationalize the relationship between multiple subjects,take advantage of each subject,and further implement elevator safety management.Firstly,in the process of elevator manufacturing and installation,NGOs should fully play their roles in communication,technical advice and training.They should put up and develop the self-discipline mechanism within the industry,promote the construction of credit system,and develop the elevator industry together with relevant government department.Government should strict certification system in the elevator manufacturing and installing,strictly supervise the enterprises that have the certificates,and regularly lift product sampling.Secondly,in the process of using elevators,government departments should adopt classified supervision mode and improve the efficiency of supervision with advanced techniques.Government should strengthen grassroots supervision teams,severely punish violations and guide citizens to participate in the elevator safety management.We should emphasize responsibility for the use of units and establish a sound management system to make sure that the units that use elevators pay full attention to elevator maintenance work.Government should strict certification system for maintenance companies and improve the professional quality of elevator maintenance workers.Government,together with NGOs and elevator enterprises,can conduct elevator safety propaganda on campus and within community,and achieve universal elevator safety knowledge in the whole society.Finally,in the process of elevator inspection,we should establish enterprises to provide efficient and convenient service to elevator inspection market,and meanwhile establish public technical inspection agencies mainly to solve the problem of technical and professional support.Through the study of collaborative governance of elevator safety,the author wants to reduce the elevator accidents,realize the safe operation of elevators,and help to enhance public confidence in elevator safety,so as to guarantee the elevator user’s life and property safety,and promote the healthy development of the elevator industry.
