| With the continuous progress of science and technology and the constant evolution of the global urban integration pattern,it is an inevitable trend of social progress for cities to change from a single management model of the government to common governance of multiple subjects.Since the reform and opening up,the popularity of motor vehicles has caused many cities in China to face serious imbalances in parking supply and demand,hindering the development of cities.Therefore,in recent years,this problem has gradually become the focus of domestic scholars’ research.The dynamic supply of static parking spaces through democratically negotiated paths is of great significance to the development of urban transportation,improvement of living environment and full use of parking resources.This essay uses the theory of urban governance,the theory of complex adaptive systems,and the theory of supply and demand of static traffic.First,it collects and analyzes the overall parking situation in the central urban area of Beijing,and summarizes the five parking problems in the central urban area based on Beijing’s current parking policy.After that,field surveys and interviews are used to investigate and analyze the parking status and problems of block A in central Beijing.From the theoretical level of the complex system,the relationship between the main bodies in the organization structure of the parking system and the openness of the parking system were investigated.The three built-in attributes of analysis,hierarchy,and non-linearity are analyzed.The SWOT analysis method is used to analyze the external opportunities,threats,and internal strengths and weaknesses of block A.One general strategy and three sub-strategies to realize the dynamic parking mode.Taking the community LQ of block A as the implementation object of the strategy,through a week’s parking situation survey and the opportunity parking index,the data was used to verify the development of parking autonomous management.The overall parking situation in the community LQ has improved significantly and realized a dynamic parking mode basically.Finally,combined with the problems in Beijing’s central urban area and specific case analysis and verification,suggestions are provided for clarifying government management responsibilities,setting reasonable charging standards,and cultivating the public’s awareness of negotiation,etc.,to implement dynamic parking modes in Beijing’s central urban area. |
