Water is the carrier of life,and water resources are especially important as strategic resources and economic resources for economic and social development.However,the development of society has brought about different impacts on the aquatic ecological environment,resulting in the gradual deterioration of the ecological environment,water resources are dwindling.Since the 18 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China(CPC)has issued a number of opinions,which have promoted the protection of ecological environment to a new height.In this context,the State Council issued the "opinions on the full implementation of the river length system.".After the implementation of river-length system in the prevention and control of water pollution has achieved remarkable results,but there are many problems in the implementation process.The essence of the river leader system is still a target responsibility system,and its implementation is focused on the assessment.In order to ensure the real implementation of the system,it is particularly important to establish a scientific and reasonable assessment system.Based on the analysis of the current situation of water ecology of Qinhe River in Jiaozuo,this paper investigates the present situation of the performance appraisal of local river chiefs,sorts out the problems existing in the current performance appraisal,and combines it with the work content of river chiefs,this paper determines the performance evaluation index system of the river head,establishes a set of optimized performance evaluation methods of the river head,and then makes a preliminary discussion on how to determine the weight of the index,and constructs the performance evaluation model of the river head,the feasibility of this method is verified by case analysis.It also points out that the performance appraisal system of the river-length system needs to comprehensively select performance appraisal indicators and give full play to their respective advantages in order to make up for the deficiency of the single performance indicator.At the same time,it is necessary to establish and perfect various performance appraisal systems and define responsibilities by objectives,in order to promote the protection of water ecological resources,we should give full play to the "command" effect of performance assessment,regard the assessment results as an important factor for discovering and training cadres,strengthen the incentive effect,and improve the executive ability of river chiefs at all levels.
