| Full implementation of the River-chief Mechanism is an institutional innovation to improve the water control system in China,and an effective measure to solve the complex water problems such as water shortage and intensified water pollution.In 2016,the nationwide implementation of the River-chief Mechanism began.However,the assessment of the degree of implementation of river management and protection tasks has not yet formed a complete evaluation system.At present,the assessment of the implementation degree of river management and protection tasks is mostly self-assessment scoring,and this evaluation method has many limitations.Therefore,this paper attempts to improve the existing evaluation methods to provide a reference for the evaluation of the degree of implementation of river management and protection tasks based on the River-chief Mechanism.First of all,through systematically studying the literature of river management and protection at home and abroad,and taking the Lishui mainstream in Hunan Province as an example to analyze its management and protection status and existing problems.Then,determine the construction principles,selection basis and grading standards of corresponding indicators for river management and protection evaluation index system.Secondly,the weight of river management and protection evaluation index is determined by the combined weighting method.Finally,the example verifies that the evaluation results based on matter-element extension method and fuzzy comprehensive evaluation method are calculated separately,and the two are compared and analyzed to propose corresponding countermeasures.It is expected to lay a theoretical foundation for the evaluation of river management and protection based on the River-chief mechanism in China,and provide reference and reference for other river management workers.The research results are as follows:(1)This article adopts the semi-structured interview method and field investigation method,from the three aspects of river protection,river management,system and mechanism construction,and considering the operability and characteristics of the indicators,the construction of Lishui mainstream management with 24 indicators Evaluation index system of task implementation degree.(2)This article chooses the combination of analytic hierarchy process,decision-making experiment and evaluation laboratory method is used to determine the index weights and rank them.Among them,the weight of "the degree of implementation of the river system" is the largest.The results obtained by comparing the two evaluation methods of matter-element extension method and fuzzy comprehensive method are excellent,indicating that the evaluation results are reasonable.At the same time,the advantages and disadvantages of the two evaluation methods are analyzed.According to the actual situation of the management indicators of the Lishui main stream,a comprehensive comparison is made. |
