| The "River Chief System",full of reform and innovation,was implemented nationwide in 2017.Xinjiang,like the rest of the country,is carrying out the River Chief System in an orderly and all-round way.In accordance with the requirement of "four measures in place,"the River Chief System has been fully established in Xinjiang by the end of June 2018,at present,the River Chief System of the river(Lake)is still being pushed forward,and the people are constantly feeling the good improvement of the ecological environment of rivers and lakes.As a new system,the establishment of a scientific and reasonable performance evaluation model is an important means to test the effect of the implementation of the river system in Xinjiang.By studying the performance evaluation of the River Chief System in Xinjiang,it is instructive for the functional departments of Xinjiang government to carry out the River Chief System in a more efficient way in the later stage.On the basis of summarizing the present situation of performance evaluation of River Chief System,this paper first analyzes the present situation of carrying out River Chief System in Xinjiang,and understands the effect of carrying out River Chief System and the existing problems.Secondly,on the basis of summarizing literature and consulting relevant experts,this paper sets up 27 evaluation indexes from six aspects:Organization Construction Effect,Fund investment,performance of River leader,work effect,river management effect and public evaluation,and constructs the performance evaluation model of river leader system in Xinjiang.The Fuzzy and comprehensive evaluation method was used to evaluate the performance of the River Chief System,and the Manas River River Chief System was taken as an example to understand its implementation and existing problems.The performance of Manas River was assessed to be good.However,there are still some problems such as lack of professional and technical personnel,lack of guarantee of fund input,lack of regulation and control ability of water resources unified allocation,hidden trouble of water supply in water source area,etc.Some suggestions are put forward,such as making up professional and technical personnel as soon as possible,applying for special funds and including them in the annual outlay budget,setting up the basin joint dispatch office,establishing the Basin water resources unified management and dispatch mechanism,etc.. |
