Research On The Way For Planners To Participate In Community Construction

Community is a complex micro social system.As the most standard living unit in urban and rural areas,the number is the largest in the planning unit.Facing the large-scale and wide-ranging needs of community development,the material and human resources that the society can invest are far from enough.How to optimize the allocation of community resources and stimulate the community’s self-awareness has become the primary problem in community work.Community construction is a warm,sustainable and healthy way of community development,which enables people that living in a certain geographical area to face and work together to solve community life issues through collective community action,and create community life welfare while solving community public problems.As one of the core groups of community construction,planners need to realize that there are not only spatial planning,but also human organization and social construction at the community level.The new public crisis caused by the novel coronavirus pneumonia in early 2020 is also a reminder to planners that city planning is closely related to public health,and grass-roots communities are important defense lines for crisis.To explore and clarify the role and work path of planners in community construction is the permanent proposition of planning at the community level,and also the focus of this paper.Based on the development of urban community structure,form and theory in China,and the experience of community building in developed countries and regions,this paper combs the practical achievements of community building in major cities in China,clarifies the connotation and value orientation of community building,establishes three principles for planners to participate in community building,summarizes four paths for planners to participate in community building,and elucidate,explain,conduct case study and discuss the relationship between them.Then taking the origin,birth,operation and predicament of the community construction workshop "Yi Ju She" of Huazhong University as a practical case,this paper analyzes the effect and feedback of the participation of "Yi Ju She" in each stage of community construction,and forecasts the benefit of the participation of planners in community construction.Lastly,the paper reflects on the construction of grass-roots community under the epidemic situation in Wuhan,analyzes the problems exposed by grass-roots community under the epidemic situation,and puts forward the development strategies of grass-roots community in response to the public crisis.
